Agency Dept of Health and Human Services Division Social Services Job Classification Title Budget Analyst I (NS) Position Number 65033383 Grade NC14 About Us The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. Description of Work The NCDHHS Division of Social Services is seeking a Child Welfare Finance Analyst to join the Child Welfare Finance Team. This position provides comprehensive fiscal oversight and support for child welfare contracts, procurements, and grant-funded services. The analyst plays a key role in ensuring accurate, compliant, and timely financial management to support child welfare programs across the state. Key Responsibilities: • Maintain fiscal oversight of child welfare contracts, procurements, and grant-funded services. • Monitor expenditures to ensure accuracy, allowability, and compliance with federal and state funding requirements. • Support preparation, tracking, and reconciliation of child welfare budgets. • Review and process invoices, encumbrances, and financial documentation. • Assist with federal and state reporting related to child welfare grants. • Coordinate with program teams, budget staff, and county partners to resolve fiscal issues. • Ensure fiscal documentation is complete, consistent, and audit-ready. • Provide technical assistance and guidance on funding policies, cost allocation, and fiscal procedures. Knowledge Skills and Abilities/Management Preferences Salary Range: $50,633 - $88,607 Recruitment Range" $50,633 - $74,597 Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. Applicants who possess the following skills are preferred. • Knowledge of federal and state funding requirements, grants management, and compliance standards. • Strong analytical, organizational, and communication skills. • Experience in child welfare, human services, or grant administration. • Knowledge of state and federal child welfare funding programs. • Proficiency in Microsoft Office Suite. This position is 100% federally funded. This position will close at 11:59 p.m. the night before the end date. The Division of Social Services (DSS) provides guidance and technical assistance to agencies that provide direct services that address issues of poverty, family violence and exploitation.
