Introduction THIS RECRUITMENT IS LIMITED TO CURRENT STATE EMPLOYEES OF THE MDH HOWARD COUNTY HEALTH DEPARTMENT ONLY. GRADE 19 LOCATION OF POSITION Howard County Health Department 8930 Stanford Blvd. Columbia, MD 21045 POSITION DUTIES This position serves as the Bureau Director of Access to Healthcare Services which oversees the overall effectiveness of programs in the unit including: Cancer Program, AERS & Nurse Monitoring Program, Medicaid Eligibility, Medicaid Transportation and Administrative Care Coordination Unit. This position provides direction to bureau operations, proactively works with subordinate managers to address issues to maximize quality program outcomes, ensures workplans and budgets are completed, evaluates performance metrics to suggest changes and provides support to programs as needed to ensure services continue with minimal disruptions. This position oversees a bureau budget over $6 million. This position is eligible for hybrid telework. 50% Bureau Operations and Programmatic & Fiscal Oversight Provides operational and strategic direction to the entire bureau as needed. Directs programming across the bureau and ensures effectiveness across the individual program units. Ensures all program plans and budgets are completed and submitted, works with supervisors, vendors and funding agencies to resolve issues. Ensures policies and procedures are in place in the bureau. Serves as senior liaison to funding agencies. Provides support to programs as needed to ensure supervision exists and that services continue with minimal disruptions. Oversees a total bureau budget of $6 million. 20% Performance Monitoring Reviews larger population data to understand the context of program services. Evaluates individual program goals and performance measures. Reviews individual program data to address issues. Works with subordinate program managers to ensure efficient operations exist that facilitate achieving program goals and attaining (or exceeding) performance measures that comply with funding requirements and maximize service reach in the community. Proposes and initiates quality improvement projects in the bureau. Regularly briefs Health Officer and/or Deputy Health Officer on program activities through monthly meetings and data reports. Presents metrics during quarterly HealthStat meetings. Attends site visits and coordinates with MDH program administration staff to assure programs are in compliance. 20% Supervision Approves leave requests and timesheets. Manages performance of staff by providing guidance, direction and completing semi-annual performance evaluations (PEPS). Addresses any performance issues in a timely manner and follows HR policies and guidelines when doing so. Facilitates staff development and training. Participates in the hiring process for vacant positions and onboards new employees. Provides onsite coverage as needed. 5% Partnership Engagement: Actively engages as a member of the Department’s Executive leadership team. Provides senior bureau representation at meetings with the Maryland Department of Health (MDH) and other agencies as necessary. Participates in ad hoc meetings and workgroups (internal and external to HCHD) as directed. 5% Other: • Possesses a broad understanding of HCHD services and can refer to other programs. • Participates in necessary drills and exercises, responds to emergencies as appropriate, keeps abreast of policies and procedures in the program, bureau and department. • Completes all required trainings. Participates in quality improvement efforts within the program. • Performs other related duties as assigned, including but not limited to, representing the bureau and serves on the Department’s Executive Leadership Committee, and other committees as needed. Minimum Qualifications Education : A Bachelor’s degree from an accredited college or university. Experience : Professional experience in health services. Note : Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position. Desired Or Preferred Qualifications The desired candidate should possess the following: • Experience managing budgets and supervising staff. • Experience providing management to multiple programs and budgets. • Experience working in and/or overseeing Medicaid enrollment programs, including but not limited to Medicaid Enrollment, Non emergency medical transportation, Administrative Care and Coordination Unit (ACCU). • Experience working in or overseeing clinical outreach programs, including but not limited to cancer prevention and AERS/Nurse Monitoring.
