GRADE 22 POSITION DUTIES General Purpose: The Communications and Outreach Director directs and coordinates all public relations activities and communications for the Department of Social and Economic Mobility. The position is responsible for making contact with all internal and external media sources and for overseeing public relations. Responsibilities: • Media and Press Relations • Lead all media interactions and serve as the Agency PIO. • Develop press releases, briefing materials, and talking points in coordination with the Governor’s and Lt. Governor’s press offices. • Submit daily media reports and monthly communications reports to the Governor’s Office. • Communications • Develop and update DoSEM’s communications and outreach strategic plan. • Prepare annual and special reports, articles, e-newsletters, and other public- facing content. • Manage DoSEM’s website, social media presence, email inbox, and Constant Contact system. • Prepare bi-weekly MBE letter submissions and respond to public inquiries. • General Management/Supervision of Public Relations and Outreach Staff • Provide clear direction for Outreach Manager • Conducts regular 1-on-1 meetings with Outreach Manager • In consultation with the Chief of Staff, provide performance evaluations of Outreach Manager • Provide support for the Secretary’s speaking engagements and events • Supervise and provide direction to the Outreach Manager, including regular meetings and performance evaluations. • Support the Secretary’s events and speaking engagements, including talking points, presentations, and logistics. • Coordinate requests for Governor’s Citations and other ceremonial items. • Oversight of DoSEM’s Outreach Activities • Lead DoSEM outreach efforts, representing the agency at events and coordinating exhibits, presentations, and follow-up. • Plan and conduct MBE outreach with chambers, commissions, and other stakeholders. • Oversee the Advocacy Tracking System and coordinate responses to an estimated 800–1,000 annual inquiries from minority firms. • Develop Trainings related to MBE Program Requirements • Work with DoSEM staff to coordinate and facilitate trainings of MBE program stakeholders on MBE Program requirements. • Other duties and projects as assigned. MINIMUM QUALIFICATIONS • Education: Bachelor’s degree from an accredited college or university. • Experience: At least seven (7) years of experience in communications, marketing, public relations, journalism, or a related field. Notes: • Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience. • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
