Position Statement: The Department of Healthcare and Family Services is seeking a dynamic professional to serve as Senior Program Manager for the Healthcare Transformation Collaboratives (HTC) program. This critical role will be responsible for monitoring and supporting collaboratives' implementation plans and budgets. In collaboration with the Program Director, you will additionally develop and manage an evaluation plan to assess the HTC program's impact on Medicaid customers, communities served, and agency goals. Your leadership will help strengthen the program, achieve operational and policy goals, and influence healthcare delivery across the state of Illinois. Successful applicants will be experienced project and relationship managers who have had prior experience developing analysis to support management decisions. Essential Functions • Leads scoping and implementation of an impact evaluation for the Healthcare Transformation Collaboratives (HTC) program • Manages delivery of program objectives through the development, implementation, and monitoring of program policies, procedures and activities for awardees • Leads the review and monitoring of the HTC program budget • Supports HTC Director and team in developing additional program deliverables and artefacts • Cultivates productive, partnership-oriented relationships with awardees by serving as their primary liaison to the program team and enabling pursuit of shared objectives • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above Minimum Qualifications • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or private organization Preferred Qualifications • Minimum of three (3) years of professional experience in business analysis and/or program monitoring and evaluation, including developing frameworks, dashboards, and reports • Minimum of two (2) years of project management experience, including developing project plans and timeline, managing concurrent multiple workstreams and directing activities across collaborators • Minimum of two (2) years of professional experience either in a client or partnership manager role or in a program or grant manager role • Advanced proficiency utilizing strong writing skills as evidenced by past authorship or contributions to written deliverables such as program reports, program manuals, executive briefings and similar deliverables • Prior experience working in healthcare administration or management or in public health • Working knowledge of data analysis and visualization techniques and tools, such as but not limited to Excel, PowerPoint, PowerBI, R, Tableau • Prior experience in government administration or managing government grant funding Conditions of Employment • Requires completion of a background check and self-disclosure of criminal history • Requires the ability to utilize and maintain state issued equipment such as a laptop • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
