Full Description

We are seeking a highly skilled Technical Lead to lead the development and implementation of a modernized claims processing system for the Florida Department of Financial Services, Division of Rehabilitation and Liquidation (DRL). This role is critical to replacing the legacy Online Liquidation Claims Processing System (OLCP) with a scalable, automated, and secure Platform as a Service (PaaS) solution. Key Responsibilities Lead technical design, development, and deployment of the new claims processing platform. Oversee code reviews and enforce best practices in software development. Collaborate with business stakeholders to translate complex insurance claims requirements into technical solutions. Manage integrations with Guaranty Associations, accounting systems, and other external/internal systems. Ensure compliance with Florida statutes and regulatory requirements related to insurance claims processing. Mentor and guide development teams, fostering a culture of quality and innovation. Support organizational change management and training efforts during implementation. The modernization project aims to: Replace OLCP with a modern, scalable PaaS solution that supports multiple concurrent liquidations. Automate workflows and notifications to improve operational speed and accuracy. Provide a secure, role-based online portal for claimants, agents, and guaranty associations. Integrate with external systems using standardized data formats (e.g., Uniform Data Standard - UDS). Enhance reporting, audit trails, and compliance with Florida statutes. Reduce manual data entry and improve data quality through validation and automation. Support disaster recovery, cybersecurity, and regulatory compliance. 10+ years of experience in software development and technical leadership. 5+ years of hands on experience with Microsoft Dynamics 365 (D365). MB-400 (D365 Developer) certification is mandatory. Strong expertise in C#, Azure Functions, Power Fx, Power Automate. Deep understanding of complex business logic, workflow automation, and code review. Proven experience with claims intake, statutory determinations, Guaranty Association coordination, court reporting, and estate administration. Knowledge of pro-rata calculations and insurance/financial domain. Experience working with multi-tenant, cloud-based PaaS solutions. Excellent communication and leadership skills.
