Operator Qualification (OQ) Compliance Manager Location: [Insert Location or Remote if applicable] Salary Range: $110,000 – $120,000 annually (based on experience) About the Role Sparus Holdings is seeking an experienced Operator Qualification (OQ) Compliance Manager to lead and administer our OQ program across utility operations. This role ensures compliance with PHMSA and DOT pipeline safety regulations, maintaining a qualified workforce that meets regulatory and company standards. The ideal candidate brings expertise in OQ program management, compliance auditing, and operational support within the gas utility or pipeline industry. Key Responsibilities • Administer, maintain, and continuously improve the company’s Operator Qualification (OQ) program. • Ensure compliance with federal, state, and local regulations, including PHMSA and DOT requirements. • Manage qualification records, expiration tracking, and recertification schedules for employees and contractors. • Oversee OQ compliance audits, inspections, and regulatory reporting. • Partner with Operations, Safety, and HR to ensure workforce readiness and regulatory compliance. • Collaborate with contractors and third-party vendors to confirm OQ compliance requirements are met. • Provide leadership with regular compliance updates, reports, and risk assessments. • Serve as subject matter expert for OQ-related policies, procedures, and systems. Qualifications • Bachelor’s degree in Business, Safety, Compliance, or related field (or equivalent experience). • 5+ years of experience in OQ compliance, pipeline safety, or utility operations. • In-depth knowledge of PHMSA, DOT, and state pipeline regulations. • Strong background in compliance audits, reporting, and regulatory inspections. • Proficiency with OQ compliance systems (e.g., Veriforce, Energy Worldnet, NCCER, ISNetworld). • Excellent communication and organizational skills with a detail-oriented approach. • Ability to influence cross-functional teams and manage vendor/contractor compliance.
