SUMMARY: The Technology Program Manager leads and manages the successful delivery of technology projects, including complex software and hardware implementations and agency-wide initiatives. Projects may occur simultaneously and multiple projects will exist within the portfolio. This role is responsible for the entire project lifecycle, from planning and initiation through execution and closure, ensuring projects are completed on time, within budget, and to the required quality standards and desired partner agency outcomes. This position involves considerable use of independent judgment in analyzing problems, managing resources, and making decisions. Please see our Technology Team Values and Tenets here: SS911 Technology Team Values and Tenets ESSENTIAL FUNCTIONS: Project Leadership & Execution: Lead and manage the entire lifecycle of multiple, simultaneous technology projects with a high degree of accuracy and attention to detail. Plan, organize, and coordinate the work of project teams, facilitating clear communication and scheduling. Specific technology projects include, but are not limited to, emergency communication call handling equipment and computer-aided dispatch. Scope, Schedule & Budget Management: Create, document, and maintain comprehensive project plans, schedules, and reports. Develop project estimates, manage project budgets, and ensure priorities are met. Stakeholder Management: Develop and foster strong relationships with internal and external stakeholders to define project requirements, provide status updates, and coordinate implementation activities. Liaise with partner agencies, numbering in the multiple dozens, to provide information and assistance and achieve desired outcomes. Resource and Risk Management: Identify appropriate resources needed for project success, manage conflicts, and provide immediate resolution to issues that arise. Proactively identify, track, and mitigate project risks. Reporting & Communication: Submit regular, clear, and accurate progress reports to the Chief Technology Officer, Chief Operations Officer, Executive Director and other stakeholders, including additional agency leadership. Organize and coordinate project meetings, trainings, and the distribution of information. Procurement & Vendor Relations: Assist with procurement processes, including the development of proposals and the review of responses. Cultivate strong partnerships with vendors to ensure deliverables are met. Strategic Contribution: Research current advancements in technology to build expertise and provide strategic recommendations. Participate in and support the mission, goals, and objectives of the agency. Operations & Policy Management: Lead the development, documentation, and management of divisional policies and standard operating procedures (SOPs). Manage the lifecycle of technical contracts, including documentation, coordination, and assisting in vendor negotiations to ensure deliverables and SLAs are met. Provide administrative support to the Technology Division. Additional duties as assigned and related. KNOWLEDGE, SKILLS & ABILITIES REQUIRED: Project Management: Expert knowledge of the principles and practices of project management, including planning, coordination, monitoring, evaluation, and problem-solving—especially related to projects involving numerous clients or constituents with wide area or simultaneous implementation and potentially disastrous impacts due to the criticality of a system failure. Administrative Operations: Strong skills in policy writing, contract management, and navigating government/public safety procurement processes. Technical Acumen: Technical skills to apply towards data analysis and understanding of complex technology projects. Communication: Ability to communicate efficiently and effectively both orally and in writing using tact, patience, and courtesy; and ability to speak and present publicly Leadership & Independence: A motivated self-starter willing to take initiative and work independently with minimal supervision. Ability to maintain cooperative and effective working relationships. Organizational Skills: Excellent ability to manage multiple projects simultaneously, organize work, and meet schedules and timelines. Software Proficiency: Strong working knowledge of Microsoft Office products and digital project management tools. Ability to work appropriately with confidential material and information, work with discretion, and maintain a professional demeanor. EDUCATION AND EXPERIENCE: A bachelor’s degree in business administration, project management, information technology, or a related field is required. Additional related experience may substitute year-for-year for the education requirement. A Master of Business Administration (MBA) is preferred. A minimum of five years of progressively responsible experience leading and managing technology projects is required. Project Management Professional (PMP) certification is highly preferred. Certified Associate in Project Management (CAPM), Program Management Professional (PgMP) and Scrum Master (CSM) certifications are also considered beneficial. Experience working with or supporting public safety agencies, emergency communications, or government technology environments is highly desirable.
