Sierra7 is seeking a highly experienced subject-matter-expert (SME)–level Business Analyst to support one of the Department of Defense’s most consequential enterprise modernization efforts. This role requires mastery of requirements elicitation, mission-oriented process analysis, UI/UX translation, data-centric analysis, and the development of Epics, user stories, acceptance criteria, backlogs, business rules, workflow models, and detailed functional specifications. The successful candidate will operate as both an analytical leader and a hands-on practitioner supporting iterative Agile development in a secure AWS GovCloud environment. Possessing an active DOD Secret Clearance is required to be considered for this position. Position Responsibilities: • Discovery and Requirements Definition • User Requirements Development and Backlog Management • Business Rules, Data, and Process Modelling • Iterative Development Support • User Research and Human-Centered Design • Testing, Validation and Quality Assurance • Documentation and Reporting • Active DoD Secret clearance (minimum). • Deep familiarity with DoD mission workflows, particularly those involving personnel data, case management, compliance-driven reporting, and cross-service operational processes. • Ability to synthesize technical, operational, and policy inputs into coherent functional specifications. • Exceptional writing skills, capable of producing clear, structured, technically accurate documentation. Education & Experience: • Minimum 9 years of SME-level experience performing business analysis for complex DoD information systems. • Demonstrated expertise with iterative Agile software development, including Epic/user story creation and leading multi-stakeholder requirements sessions. • Experience analyzing complex data models, large data sets, and structured/unstructured data sources. Desired Qualifications: • Experience with AWS GovCloud environments and DoD CC SRG IL2/IL4/IL5 systems. • Familiarity with business rules integration across multi-service environments. • Relevant Agile certifications (PMI-ACP, CSM, CSPO, SAFe PO/PM). • Experience supporting DoD enterprise interfaces (DMDC, MilPDS, IPPS-A, VA systems). • Experience with DoD enterprise personnel systems (DMDC, IPPS-A, MilPDS) Why Join Sierra7?
