Full Description

Sierra7, Inc. is seeking a Federal Accounting Audit Director to support the Veterans Health Administration (VHA) - Office of Finance (OF). The Office of Finance is the steward of VHA financial resources for Veterans who receive healthcare. Continuous improvement is achieved through the full cycle of healthcare budget and accounting activities within a large financial community and external partnerships. Position Responsibilities: • Support the development and implementation of government accounting and auditing policies and procedures. • Operational experience supporting a large financial organization with financial and accounting related tasks, such as analysis and interpretation of accounting and audit policy. • Develop and implement audit strategies, work plans, and risk assessments. • Develop corrective action plans resulting from audit findings and ensure timely implementation. • Experience in implementing a financial and acquisition system. • Compiling, analyzing, and organizing data and documentation to support Government responses to audit inquiries, including summaries of exceptions (SOE) and notices of findings and recommendations (NFR). • Direct and oversee complex financial and performance audits • Develop audit plans, methodologies, and risk assessments. • Review and analyze audit reports, findings, and provide recommendations and/or explanations. • Ensure compliance with Federal financial management requirements. • Interpret and communicate complex federal budgetary and accounting data for senior agency leadership. • Identify systematic risks and recommend corrective actions. • Performs other duties as assigned. Skills: • Strong demonstrated knowledge of Federal accounting, auditing, and compliance frameworks. • Ability to develop and implement audit strategies and work plans. • Ability to produce and deliver detailed audit reports, status reports, ad hoc reports, and briefings. • Excellent verbal and written communication skills. • Must be able to effectively communicate in person, over video conferencing, and by phone. • Familiarity with 508 Compliance (desired). • Excellent interpersonal and customer service skills. • Strong analytical and organizational skills. • Ability to successfully complete job duties independently or with minimum supervision. • The ability to multitask. • The ability to operate in a high stress environment. • Prolonged periods of sitting at a desk and working on a computer. • Occasional travel may be required to government sites or for stakeholder meetings. • Must be able to lift to 15 pounds at times. Education & Experience: • Bachelor’s degree in accounting, finance, business, economics or other related field (10 years’ experience may be substituted for education) • Certified Public Accountant (CPA) required • 10+ years’ experience in federal financial management and audit leadership • Experience in federal accounting systems and compliance requirements • Microsoft Office Suite comfortability (Word, Excel, PowerPoint) • Agile / SAFe certifications a plus. • Previous Veterans Health Administration (VHA) experience • VA experience a plus. • Active VA Public Trust clearance (preferred). • Must be able to get and maintain a government public trust.
