Job Summary : The School-Based Health Center Program Manager is responsible for the expansion planning and start-up implementation of School-Based Health Centers (SBHC) in the St. Louis region. This position, alongside planning partners, supports and coordinates the development of a healthcare model designed to provide students in these school districts with increased access to comprehensive multidisciplinary healthcare services in a youth-friendly environment located inside the school. They will adhere to the guiding principles and best- practices that are critical for planning and operating a successful SBHC, as set forth by both the National and Missouri School-Based Health Alliances. This includes 1) developing a business/implementation plan for operating the SBHCs, 2) facilitating school and community meetings, training & education, 3) marketing & outreach, 4) coordination of a needs assessment and data management process, 5) work with school districts in building out youth-friendly spaces inside the high-school and 6) working with school administrators to identify and establish policies and practices related to SBHC operations and the overall wellness of students in the district. This position serves youth with diverse backgrounds of race, ethnicity, sexual orientation and gender identity. A comfort and expertise in cultural humility will be important and the position requires working from a positive youth development and non-judgmental approach, as well as a willingness to work with adolescents in their school environment. Adhere to all laws of confidentiality (e.g. HIPAA, FERPA). Program Leadership & Management • Support the team of stakeholders in planning, implementation and ongoing evaluation of the school based health center. • Develop and manage project timelines, budgets, and reporting on grant deliverables. • Assist school district leaders and medical partners in coordinating build out of healthcare space in the High School. • Identify and apply for additional grants to support the development and operation of school based clinics. The position serves as the clinic manager and responsible for supervising the day-to-day operations of the SBHC, which include, but not limited to: · Providing administrative support to Medical Director and other medical providers · Creating space for the SBHC multi-disciplinary team to prepare collectively for a day of coordinated service delivery and address any foreseen challenges; and process any successes/challenges that may have occurred throughout the day. · Ensuring there is a daily bridge of communication between the SBHC and school (office staff, nurse, counselors and/or administrators) for the purpose of having an efficient day of service delivery · Monitoring the daily flow of the center · Oversite of the facility/physical space: upkeep, maintenance, order supplies, compliance with relative health-related regulations (environmental health & safety, OSHA, VFC, etc.) · Monitoring state and federal laws and regulations to ensure program compliance; adhere to school district/building policies · Supervise and train the Mental Health program staff, and others as assigned. · Expand the Marketing & Outreach plan to include strategies that will increase SBHC registration, enrollment and utilization. This includes producing and disseminating apparel/ products (“swag”) bearing the SBHC logo Stakeholder Engagement · Convene both the Community and Student Advisory groups · Transition the SBHC Planning Committee to a Program Management Team (PMT), which will provide oversite of ongoing SBHC operations. Assist SBHC Medical Director in convening PMT meetings. • Maintain strong relationships with and serve as liaison to school administration/staff, Program Management Team members, partners, key stakeholders and community members as it relates to SBHC programming and operation. • Facilitate regular meetings with stakeholders to review progress, address barriers, and ensure alignment with project objectives. • Develop strong relationships with school staff, students, families, and community members to build support for the clinic. Compliance & Quality Assurance • Ensure compliance with federal, state, and local regulations governing school-based health centers. • Maintain accurate documentation and reporting for funders, accrediting agencies, and internal leadership. • Support development of policies, procedures, and protocols to ensure safe, effective, and equitable care delivery. Data & Evaluation • Data management, grant monitoring, and reporting related to, but not limited to: 1) tracking enrollment, user information and feedback, service utilization, and volume, 2) monitoring compliance of grant rules, regulations and reporting requirements, and 3) other reporting as determined by the SBHC Administrators, funders and/or Project Management Team. • Use data to inform continuous quality improvement and strategic planning. • Prepare reports and presentations for internal and external stakeholders. Resource & Financial Management • Support grant management, budgeting, and financial reporting processes. • Identify and pursue additional funding opportunities to sustain and expand services. • Oversee procurement of supplies, equipment, and resources needed for clinic operations. Qualifications Education & Experience • Bachelor’s degree in Public Health, Healthcare Administration, Education, Social Work, Business Administration, or related field (Master’s degree preferred). • Minimum 3–5 years of experience in project management, program coordination, or healthcare administration. • Experience working in school-based health, community health, or education settings preferred. Skills & Competencies • Strong project management skills, including ability to manage multiple priorities and deadlines. • Knowledge of healthcare delivery systems, particularly school-based or community health models. • Excellent communication, facilitation, and relationship-building skills. • Proficiency in Microsoft Office Suite and project management tools. • Ability to analyze data, prepare reports, and present findings to diverse audiences. • Commitment to health equity, cultural competence, and serving diverse student populations. Working Conditions • Primarily office/school setting with occasional off-site meetings. • May require some evening or weekend hours for community engagement or events. • Ability to travel locally between schools, clinics, and partner sites.
