The Senior Program Analyst will provide programmatic, financial, and administrative analysis support to NAVAIR Program Management Offices and Integrated Product Teams. Candidates must have a bachelor's degree in a relevant field and at least 7 years of experience supporting NAVAIR or other DoD program offices. Familiarity with DoD acquisition lifecycle management and proficiency in Microsoft Office are also required.
Position Title: Senior Program Analyst (NAVAIR Programs) Location: Pentagon/Remote Clearance Required: Active DoD Secret or Ability to Obtain Secret Clearance Position Type: Full-Time, Exempt Overview ShadowObjects, LLC is seeking an experienced Senior Program Analyst to provide comprehensive programmatic and analytical support to NAVAIR Program Management Activities (PMA) at Naval Air Station Patuxent River. The selected candidate will support acquisition, cost, and schedule management efforts across multiple Integrated Product Teams (IPTs) and functional areas, ensuring program execution in alignment with DoD 5000 series, SECNAV, and NAVAIR Instruction 4355.19 policies. This position includes representing DASN P eBPO at the senior meetings with contracting counterparts to ensure alignment of data throughout the process. This position requires an in-depth understanding of NAVAIR acquisition processes, program documentation requirements, and the ability to effectively collaborate with government, military, and contractor personnel in a dynamic acquisition environment. Responsibilities • Provide programmatic, financial, and administrative analysis support to NAVAIR Program Management Offices (PMAs) and IPTs. • Assist in the development and maintenance of acquisition documentation, including Program Management Plans (PMPs), Acquisition Strategies, and Integrated Master Schedules (IMS). • Support budget formulation, execution, and tracking of RDT&E, O&MN, and Procurement funding lines using Navy financial systems. • Analyze contract performance, funding status, and deliverables to ensure compliance with program requirements. • Prepare and brief program reviews, financial reports, and data calls for senior leadership and external stakeholders (e.g., ASN(RDA), AIR-1.0). • Monitor and update risk management and issue tracking databases, assisting with mitigation strategies. • Provide Earned Value Management (EVM) analysis and performance metrics support. • Coordinate with logistics, engineering, test, and contracts teams to maintain alignment across cost, schedule, and performance baselines. • Draft correspondence, white papers, and decision briefs for government approval and milestone reviews. • Maintain configuration control of key program artifacts in accordance with NAVAIR data management standards. Qualifications • U.S. citizenship and ability to obtain DoD Secret clearance. • Bachelor’s degree in Business, Finance, Engineering, or related discipline. • 7+ years of relevant experience supporting NAVAIR, NAVSEA, or other DoD program offices. • Demonstrated experience with DoD acquisition lifecycle management, including documentation under DoDI 5000.02 and SECNAVINST 5000.2F. • Familiarity with NAVAIR program structures (e.g., PMA, IPT, AIR codes). • Proficiency with Microsoft Office, especially Excel, PowerPoint, and Project. • Strong analytical, communication, and presentation skills with a proven ability to work with senior government officials. Desired Qualifications • Master’s degree in Business Administration, Acquisition Management, or related field. • DAWIA/DAU Certification in Program Management (Level II or higher) or equivalent. • Experience with Earned Value Management (EVM) and Integrated Master Scheduling. • Familiarity with NAVAIR financial systems, including ERP, CRAFT, or NALCOMIS. • Experience supporting ACAT I–III programs. • Working knowledge of FAR/DFARS contracting principles and PPBE processes.
