Position Overview Service Specialists is seeking two Mid-Level Environmental Experts to support the U.S. Department of Housing and Urban Development’s Office of Environment and Energy (OEE) under the Environmental Streamlining Technical Assistance (TA) Initiative. These professionals will contribute to developing high-quality technical assistance materials, guidance documents, and outreach resources that help state and local Responsible Entities (REs) carry out environmental review responsibilities under 24 CFR Part 58. This initiative is part of HUD’s broader effort to streamline environmental compliance through the FAST-41 process and Section 109 of NEPA, supporting more efficient reviews while maintaining full regulatory compliance. Key Responsibilities • Develop written technical assistance (TA) products, including toolkits, guidance documents, checklists, and training materials, to support Responsible Entities conducting HUD environmental reviews. • Interpret and apply environmental streamlining authorities, including FAST-41 and Section 109 of NEPA, to produce clear, accurate, and actionable content for practitioners. • Conduct background research and review existing federal environmental guidance, policies, and categorical exclusions for adoption opportunities. • Collaborate with HUD’s project management team, legal counsel, and publication offices to ensure TA products meet HUD Exchange, PDAS/OPA, and 508/WCAG 2.0 Level AA accessibility standards. • Provide outreach and communication support to Responsible Entities and partners, including webinars, stakeholder engagement, and written correspondence. • Ensure all work aligns with federal environmental review standards, HUD publication policies, and the goals of the OEE TA program. Required Qualifications • Bachelor’s degree in Environmental Science, Environmental Policy, Urban/Regional Planning, or a related field (Master’s preferred). • 8–15 years of progressive experience in environmental compliance, NEPA implementation, or environmental policy—preferably with federal or state programs. • Strong working knowledge of: NEPA, HUD Environmental Review Regulations (24 CFR Part 58), FAST-41, and Section 109 of NEPA. • Proven experience developing written materials for federal agencies—technical assistance guides, policy documents, or training modules. • Familiarity with Section 508 accessibility and WCAG 2.0 compliance standards. • Excellent written and verbal communication skills with the ability to translate complex regulatory concepts into clear, user-friendly materials. • Demonstrated ability to work collaboratively in a team environment under tight deadlines. Preferred Experience • Previous experience supporting HUD OEE, EPA, DOT, or other federal environmental TA projects. • Experience providing training or outreach to state or local government officials on environmental review or compliance topics. • Familiarity with HUD Exchange or other federal publication platforms.
