Position Description We’re seeking a dynamic and experienced Senior Foreign Military Sales (FMS) Financial Analyst to join our team that is providing non-personal professional and engineering support services for the International Fleet Support Program Office (IFSPO), PMS 326, within the Office of NAVSEA’s Director for Surface Ship Maintenance and Modernization (PEO SEA21), supporting the day-to-day management of Security Assistance Programs and assigned Foreign Military Sales (FMS) cases. The successful candidate will provide financial and administrative support to develop, manage, and close FMS cases to support the modernization, repair, and sustainment of former USN, USCG, and foreign naval vessels. Our government support team for this specific opportunity is led by a Program Manager and Deputy Program Manger having decades of experience working within the Department of Defense. Our PMS 326 government support team falls within our high-performing Naval Acquisition and Sustainment Operation (NASO) which provides critical services to nearly all U.S. Navy surface ships and craft and is achieving truly impactful outcomes. NASO is part of Serco's Maritime Engineering, Technology and Sustainment (METS) business unit. Serco has over 10,000 people in North America, with operations across the U.S. and Canada. This position is contingent upon client approval and your ability to maintain/transfer your Secret clearance. The successful candidate in this position will: Provide financial management expertise on multiple customer / country programs. Use knowledge of FMS financial reconciliation to support the Government financial managers in reconciling FMS case financials Respond to Program Reviews, Financial Reviews and case closure efforts. Prepare documentation for implementation, execution, reconciliation, and closure of FMS cases Prepare briefs and reports, and country correspondence Lead the drafting and development of letters, memoranda, program briefings, and point papers Transcribe and summarize meeting minutes and notes and prepare action items. Track action item status and completion prior to follow-on meetings Develop and maintain key Navy documents, descriptive summaries, master plans, and plans of actions and milestones (POAM) Organize hard copy and/or electronic files, correspondence, records and reports Lead the tracking of acquisition, financial, technical and/or contracting items Route or answer routine correspondence Interact frequently with Navy and civilian personnel Perform additional duties and responsibilities as assigned Qualifications To be successful in this role, you will have: Successfully completed a bachelor’s degree from an accredited college or university. Military or DoD experience can be substituted for a degree if fifteen (15) or more years of specific work experience can be demonstrated in an analogous or higher-level position. Minimum ten (10) years of relevant experience providing financial support within an acquisition, financial, technical and/or contracting environment. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience. Relevant experience is professional experience of essentially the same scope and complexity as that described in the “Position Description” above. Foreign Military Sales (FMS) experience is required Experience working with Navy Enterprise Resource Management (NERP), Security Cooperation Information Portal (SCIP), Management Information System for International Logistics (MISIL), Defense Integrated Financial System (DIFS), or Mechanization of Contract Administration Services (MOCAS) is required Must be present at least one day per week in the office in Arlington, VA. Ability to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools. Ability to travel (less than 10%) to client activities. Proficiency in a variety of the financial field’s concepts, practices, and procedures Relies on experience and judgment to plan and accomplish goals Ability to perform a variety of complicated tasks Excellent communication, presentation, and interpersonal skills is required Ability to manage, track, and prioritize many diverse and changing requirements and tasks A current DoD SECRET security clearance is required prior to hiring. A condition of employment is based on your ability to maintain your clearance. United States (U.S.) citizenship. Additional desired experience and skills: A bachelor’s degree in Business or Finance / Financial Management is preferred. Experience working with NERP, SCIP, MISIL, DIFS, and MOCAS is highly desired Experience working directly with foreign military and foreign government personnel is highly desired Experience with the various ex-USN/USCG ship classes and their associated systems currently in service in foreign navies is highly desired Experience supporting NAVSEA IWS 4, IWS 11, PMS 325, PMS 326, or PMS 333/SEA 21I is highly desired Familiarity and experience with ITAR, FCPA, and other regulations, laws, and additional requirements associated with international work is desired An understanding of NAVSEA, other U.S. Navy organizations, and supporting organizational processes, roles, and responsibilities is highly desired Knowledge of shipbuilding (acquisition, design, production, test and trials) is desired An understanding of NAVSEA, other U.S. Navy organizations, and supporting organizational processes, roles, and responsibilities is highly desired If you are interested in working in a highly diverse, engaging and challenging environment - then submit your application now for immediate consideration.
