Position Description If you love high profile and challenging projects supporting the US Navy, Serco has a great opportunity for you! NAVSEA SEA 21 is improving Navy training across the fleet. The Surface Training Systems (STS) Program Office (PMS 339) is the OPNAV single point of contact for strategic program planning, policy, acquisition, life-cycle management, research and development, and technical insertion into all existing and future Navy Surface Training Systems. Join the Serco team as we work to transform Navy training. The Program Manager for PMS 339 provides direct training oversight support and cost management for Navy Acquisition and Modernizations programs. The Training Manager provides management and direct training program and product support for Navy Modernization and Acquisition Programs for Surface Ships and acts as Primary Lead for PMS 339 leadership. They provide direct support for PMS 339 efforts focusing on Surface Ship Modernization and New Acquisition Program Fleet Introductory Training (FIT) / Manpower, Personnel and Training (MPT) for the DDG 1000, LPD 17 Class, LHA, LCS and LX(R) ship classes. In this role, you will: Provide Manager oversight of a team of 4 subordinate managers and 55 contractors supporting PMS 339 in Washington DC, Norfolk, VA and San Diego, CA. Serve as hiring manager and oversee employee onboarding and initial training. Manage manpower and training product development and program support to PEO Ships Surface Combatant and Amphibious Class modernization systems. Use project management principles to perform training analysis and provide product delivery for multiple projects. Provide oversight to the development of detailed Training Planning and Delivery to Surface Navy Ships for planned system acquisition upgrades. Ensure ships can effectively plan and execute training for ship’s force. Manage and assist in technical training analysis and development efforts for combat systems and machinery systems. Oversee MPT Product Development and SCD/ILS Certification Team for modernization and acquisition support. Develop briefs, white papers, program plans, and recommendations to government senior-level staff. Lead and/or participates in working groups, program development forums, analytical activities, Integrated Product Teams (IPTs), training, education and other forums as required to accomplish contract requirements. Track and manage workload and status of all relative products. Qualifications To be successful in this role, you must have: An Active DoD Secret Security Clearance A Bachelor’s Degree plus 7 years of applicable experience. OR an Associate's degree and 9 years of applicable experience Navy surface ships experience supporting training systems for in-service Navy ships or new construction programs. US Navy shipboard experience and technical knowledge sufficient to understand alterations being planned, and the impact of those alterations to Ship’s Force and operations. Former Navy Instructor highly desired. Experience in program management practices such as metrics development and work breakdown structure development. Logistics planning is a plus. Proficient in MS applications (Access, Excel {Including Macros}, Outlook, and PowerPoint). MS Project experience is a plus. Ability to travel up to 10%. Manager is expected to visit the PMS 339 Program Office in the Washington DC Navy Yard several times per week.
