Full Description

The Vanguard 2025 program seeks a Senior Technical Manager to lead the Network Operations Division at the Department of State (DoS). This position is responsible for managing mission-critical projects in both unclassified and classified environments, ensuring disciplined processes and effective service delivery. This role is primarily Monday through Friday, standard business hours. It is hybrid and does allow some work from home opportunities. The role may require minimum travel within the Washington, DC metro area. Key Responsibilities: Lead a team of network engineers, overseeing project management, process analytics, documentation, scheduling, forecasting, and reporting. Collaborate with senior government officials, contractor leadership, engineering staff, communications and training teams, security specialists, and other enterprise organizations. Review stakeholder requirements, coordinate project activities, and ensure milestones are met. Monitor, update, and report on project status using project management tools. Escalate issues, risks, and concerns promptly to leadership to avoid schedule impacts. Manage project scope, budget, and schedules; ensure quality delivery of all project documents and deliverables. Develop and maintain detailed project schedules (MS Project) and operational reports. Facilitate recurring meetings with stakeholders to communicate project status, issues, and risks. Adhere to and recommend improvements to Standard Operating Procedures (SOPs) and policies. Conduct project closeout procedures, including customer meetings, final reviews, and quality assessments. Document project closeout artifacts, such as lessons learned, root cause analyses, and after-action reports. Identify and implement initiatives to optimize technical processes and create efficiencies. Support problem management by contributing to root cause analyses and recommending solutions for recurring issues. Build and maintain relationships with support organizations, development, and implementation teams. Foster a collaborative team environment that encourages creativity, innovation, and high performance. Work with network engineers and architects to develop cost models for new projects. Required Education and Experience: Bachelor’s degree and at least 10 years of experience managing large technical projects, with significant experience in DoS network environments. Proven leadership and people management skills, including customer-facing experience. Experience with complex networking projects and DoS encryption technologies. Extensive technical knowledge of network design and engineering, with emphasis on DoS standards. Experience leading small teams and collaborating across organizational boundaries. Strong understanding of Department of State organizations and processes. Excellent presentation, organizational, and communication skills. Advanced critical thinking and analytical problem-solving abilities. Cisco certifications (CCNA, CCNP, or CCIE) required. Deep expertise in Layer 2/Layer 3 networking, routing and switching protocols (BGP, OSPF, EIGRP, L2TP, IPSEC, VPN, DMVPN, GRE, Spanning Tree, EtherChannel, VLAN trunking, 802.1q, HSRP, VRRP, GLBP, VPC, MPLS, VLANs). Proficiency with Cisco enterprise-grade routers and switches. Experience implementing security measures, including DMVPNs, IPSec, and hardware encryption. Demonstrated ability to design, support, and troubleshoot large, complex networks end-to-end. Required Clearance: US Citizenship. Active interim top secret clearance with the ability to obtain a top secret security clearance. Desired Experience/Skills/Attributes: Competency in Microsoft Office products, including Visio and PowerPoint. Experience with ServiceNow for incident and change request tracking.
