Certified Scrum Master Safal Partners is seeking a highly skilled and collaborative Scrum Master to help support a modern, user‑centered digital system for the Texas Education Agency’s (TEA) Instructional Material Review and Approval (IMRA) and local classroom review processes. The Scrum Master will drive transparency, continuous improvement, and delivery of a secure, accessible, and high-quality platform. The ideal candidate will have experience in agile software development, user experience design, accessibility, and enterprise‑level web application support, along with a strong understanding of public‑sector technology projects. Duties and Responsibilities: • Facilitate Scrum events across cross-functional teams, including sprint planning, daily stand-ups, backlog refinement, sprint reviews, and retrospectives • Coach product owners, developers, QA engineers, and stakeholders on Agile principles and best practices • Remove impediments and resolve conflicts that hinder team progress • Collaborate with DevOps engineers to streamline CI/CD pipelines and promote automated testing and deployment • Track and report team metrics (velocity, burn-down, cycle time) to identify improvements and support data-driven decisions • Maintain and refine the product backlog in coordination with the product owner • Advocate for code quality practices such as refactoring and technical debt management • Coordinate with UX/UI, content design, security, and accessibility experts to ensure compliance with WCAG standards and TEA branding guidelines • Partner with analytics and maintenance teams to prioritize and address production issues, usage trends, and enhancement requests • Foster a culture of feedback, learning, and continuous improvement across all teams Required Qualifications • Minimum of 3 years of experience serving as a Scrum Master in Agile software development environments • Extensive experience supporting large technology projects • Certified ScrumMaster (CSM) certification • Proven track record facilitating multiple Scrum teams simultaneously • Deep understanding of Scrum and Kanban frameworks, backlog management, and user story development • Familiarity with DevOps practices, including Continuous Integration/Continuous Deployment (CI/CD) • Experience working with open-source web technologies and content management systems (Drupal CMS preferred) • Strong analytical skills and ability to leverage metrics for process improvements • Excellent communication, collaboration, and conflict-resolution abilities Technical Skills & Competencies • Agile Practices: Scrum, Kanban, sprint planning, backlog refinement • Testing Automation: Unit, integration, end-to-end • DevOps Tools: Jenkins, GitLab CI/CD, Azure DevOps or similar • Code Quality: Refactoring, technical debt tracking • API Development: Design, documentation, integration basics • Cloud Infrastructure: AWS, Azure, or GCP deployment and performance monitoring • Collaboration Tools: JIRA, Confluence, Slack Preferred Qualifications: • Experience in public-sector or education technology projects, knowledge of education policies and regulations is highly desirable. • Strong leadership and management skills, with the ability to inspire and motivate team members. • Familiarity with Texas Education Agency processes and regulations • Knowledge of WCAG accessibility standards and data confidentiality requirements • Background in user research methods or UX/UI collaboration Job Type: Full-Time, contingent upon contract award Location: Remote, must be authorized to work in the United States
