Saalex Corporation is seeking a well-rounded Business Development/Capture Manager/Proposal Development and Writing in Ridgecrest, Camarillo, or Corona, CA. This position is a hybrid position between business development, capture management, and proposal development/writing. Position type: Full-Time Salary: $100-115K annually (based upon experience) Work Location: Hybrid work schedule. Essential functions: Business Development Research and identify DoD West Coast opportunities aligned with corporate capabilities and strategic growth objectives. Develop and maintain a qualified pipeline of DoD West Coast pursuits, leveraging tools such as SAM.gov, GovWin, and the Long-Range Acquisition Forecast (LRAF) for various entities. Build and maintain relationships with DoD West Coast stakeholders, contracting officers, program managers, and industry partners. Represent the company at DoD West Coast industry days, conferences, and association events to promote capabilities and gather market intelligence. Capture Management Lead capture planning and execution for DoD West Coast opportunities, including: Developing capture plans and win strategies tailored to DoD missions and requirements. Conducting competitive assessments and analysis. Developing and executing call plans to engage DoD decision-makers and influencers. Identifying and negotiating teaming arrangements and strategic partnerships Oversee capture milestones, gate reviews, and readiness assessments to ensure pursuit alignment with corporate objectives. Proposal Development & Writing Lead the preparation of compliant, compelling proposals in response to DoD RFPs, RFQs, and other solicitations. Facilitate kickoff meetings, solutioning sessions, color team reviews, and final production. Write and edit proposal sections including Executive Summaries, Technical and Management Approaches, Staffing Plans, Cost Volumes, and Past Performance. Ensure proposals comply with DoD-specific requirements such as CDRLs, DD254s, Section L and M compliance, and security considerations. Maintain proposal content libraries, past performance references, and standardized templates relevant to DoD work. Required: Bachelor’s degree in business, Marketing, English, or in a related field. Minimum of 5-6 years of experience in business development, capture, and proposal writing/management. In-depth understanding of the DoD acquisition lifecycle, FAR/DFARS regulations, and major contracting vehicles (GSA OASIS, SEWP, IDIQs, MACs, etc.) Experience with DoD agencies (such as Army, Navy, Air Force, Marines) Proven ability to lead capture and proposal efforts for pursuits over $10m Exceptional written and verbal communication skills with a proven record of developing winning proposals. Proficient with proposal and CRM tools. Desired Qualifications Active security clearance Experience with DoD cybersecurity and compliance requirements (e.g., CMMC, NIST SP 800-171). Work Environment Fast-paced and deadline-driven, particularly during capture and proposal development cycles. May require periodic travel to DoD West Coast customer sites, conferences, and industry events. Hybrid or remote work arrangements may be available depending on contract and clearance requirements. Security Clearance: Must be eligible to obtain a Secret clearance.
