We are seeking a Quality Proposal Specialist to serve within the Quality and Mission Assurance (QMA) Proposal and Capture team. As a member of the QMA proposal team you will assist the QMA Proposal and Capture Manager, Program Quality Leads (PQLs) across the business, and business and program cost estimators. This is a key QMA role and provides a fast track to learn about all the business opportunities in the pipeline and improve business acumen. Members of the QMA proposal team collaborate with functional organizations and proposal teams to ensure compelling, affordable, compliant and defendable bids. You will work at various levels of the organization and across the enterprise to generate solid bids using proposal experience, effective analytical capabilities, and communications skills. You will be involved in the entire proposal and bidding lifecycle to generate the highest quality and compliant QMA bids. You will provide QMA Basis of Estimates (BOEs) and process compliance to meet tactical and strategic goals for various types of routine as well as key and complex proposals. You will support the generation, tailoring and use of enablers, including historical program actuals, databases, compliance metrics, BOE approver authorizations, BOE templates and continuous improvement initiatives. Finally, you will assist internal programs and customer requests for information and contract negotiations. What You Will Do: Engage with program and functional QMA partners, Estimating and Pricing personnel, and program capture teams to ensure effective QMA Bid and Proposal strategies Develop accurate, compliant and effective pricing to aid bids, proposals and contract negotiations Develop accurate, compliant and effective Basis of Estimates (BOEs) Ensure effective root cause analysis and corrective actions related to the QMA proposal process, including sharing of lessons learned Participate in the design, generation and continuous improvement of enablers, including historical program actuals databases, compliance and effectiveness metrics, BOE approver authorizations, and continuous improvement initiatives Drive compliance with the Quality Management System while driving continuous improvement High-energy, time-flexible, team-oriented player, who can occasionally work flexible hours including evenings and/or weekends (estimated to be up to 5% of the time on average). Qualification You Must Have: Typically requires a Bachelor’s degree and five (5) years of Quality Engineering experience A minimum of 2+ years’ experience working with proposals Experience working in one or more Quality / Mission Assurance functions, preferably as a Program Quality Lead (or equivalent legacy role title) U.S. citizenship is required, as only U.S. citizens are authorized to access certain information associated with this role Qualifications We Prefer: Experience serving as a Program Quality Lead (PQL) Working experience as a Cost Estimator Earned Value certification Demonstrated application and knowledge of Earned Value Management System (EVMS) and/or Estimates at Completion (EACs) Experience in risk mitigation and opportunity management Existing/Current Basis of Estimate (BOE) Developer and/or Approver Certification Experience developing and/or executing to bid and proposal strategies Experience with budgets and schedules Experience working in a product life cycle from design through sustainment Experience collaborating and using verbal and written communications and interpersonal skills; the ability to effectively persuade and influence through positive communications with stakeholders, team members, suppliers, and/or management RTX CORE Apprentice or higher certification What We Offer: Remote: Employees who are working in remote roles will work primarily offsite (from home). However, the successful candidate will be required to work from one of the 50 U.S. states (excluding U.S. Territories). The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
