The Air & Space Defense Systems (ASDS) Strategic Business Unit (SBU) has an opportunity for a Manager, Contracts within the Mission Solutions & Payloads (MSP) program area. This role will lead Strategic Growth programs within MSP. We are seeking a leader with business acumen and initiative who thrives and enjoys working in a fast-paced, collaborative team environment and has the ability to navigate complex contractual landscapes, manage risk, and foster strong internal and external customer relationships in support of U.S. Government contracts and critical pursuit opportunities within the Intelligence Community. The role will also be an integral part of a contracts organization providing strategic solutions and dynamic recommendations to multiple program teams regarding contractual issues and proposal strategies. The MSP portfolio is challenging and dynamic, and this role must serve as a trusted business adviser to program leadership. The selected individual will provide day-to-day and strategic Contracts leadership for Strategic Growth programs within MSP and will manage direct reports. The successful candidate will lead a mix of sole source and competitive pursuits, as well as execution efforts, with multiple DoD and prime customers. In addition to traditional FAR-based, TINA compliant efforts, there is also Other Transaction Agreement (OTA) activity within this role, accompanied by associated Terms and Conditions review and negotiation. Additionally, the Manager, Contracts is required to work closely with Program Management leadership, the Office of General Counsel, and cross-functional peers in support of program gate reviews, program management reviews, proposal reviews, and all other contractual related matters affecting the portfolios. What You Will Do Professionally represent Raytheon on contractual transactions and work closely with customers to develop business relationships Support the professional development of direct reports, to include workload assignment, training opportunities, performance reviews and mentoring Effectively communicate with internal and external customers to establish mutually beneficial relationships and influence business decisions Partner with Key Program Functions in the analysis of Requests for Proposal (RFP), development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contracts implementation, as well as general contract administration Conduct timely and effective negotiations and resolution of customer issues to maximize key financial metrics Investigate and resolve complex contractual matters by applying astute critical thinking, gathering detailed information, seeking creative contracting techniques, and proactively collaborating with relevant stakeholders. Provide strategic advice and guidance on numerous contractual rights/ obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes Multi-task routine and complex contract and proposal activities while responding to unplanned quick response requirements as they emerge Minimal domestic travel Qualifications You Must Have Typically requires University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum of 5 years of experience Experience with U.S. Government contracts under the Federal Acquisition Regulations (FAR), and / or Defense Federal Acquisition Regulations Supplement (DFARS) Experience as a Contracts Lead and/or direct engagement with external customers Qualifications We Prefer Experience with proposals development, negotiation and administration of complex proposals and contracts Experience working NOAA/NASA and Weather related efforts Strong interpersonal skills to work effectively with cross-functional internal and external stakeholders, including customers and leadership teams Demonstrated ability to work within a team environment and develop effective relationships with internal and external customers based on respect and trust Experience with administration and negotiation of complex proposals and contracts Mature judgment, proactive involvement in strategic issues and problem resolution skills What We Offer Our values drive our actions, behaviors, and performance with a vision for a safer, more connected world. The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
