Role Description This position will be hired as a Raytheon employee working as part of the Raytheon organization supporting Collins Mission Systems. As a Senior Manager, Requirements and Capabilities/Business Development – Strategic Communications, this position favors a forward-thinking leader to help develop requirements and capabilities to assist in the National and DoD Communications modernization efforts. • Support the business with accurate market, customer, and competitive information in the protected communications area of responsibility. • Serve as the prime consultant and internal and external spokesperson for the organization on significant matters relating to policies, programs, capabilities, and long-range goals. • Responsible for cultivating relationships with industry partners and recommending alliances, teaming relationships, and acquisitions. • Identifying, qualifying, developing, and capturing new business initiatives for Strategic Communications, including Nuclear C3, National C3, and adjacent markets. • Serve as a leader on the capture team during all capture activities including opportunity identification, qualification, competitive positioning, strategy development, and proposal development. • Customer relationship building and developing contact plans, including senior executive engagements. • Advise the organization on DoD and National Communications CONOPS, including satellite and terrestrial communications systems. • Work with program management and engineering to develop solutions to complex customer problems. • Develop pursuit strategies and overall account strategies and provide accurate and timely orders forecasting. • Identify the customer’s most important requirements and provide price to win and competitive assessment for relevant pursuits. Qualifications • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience. • Active and transferable U.S. government issued Top Secret Security Clearance is required prior to start date. • Experience with the current NC3 systems, National Leadership Command Capability, and Senior Leader Communications capability is required. • Extensive knowledge of Radio Frequency (RF) products, Voice and Video conferencing, Military Satcom, and terrestrial networking. Requirements • Experience with the DoD budget process and DoD acquisition requirements process is desired. • Knowledge and experience with Foreign Military Sales. • Experience with USSTRATCOM, OSD A&S, Service Headquarters (OPNAV/SecNav or HAF/SAF), DISA or Joint staff experience.
