Raytheon’s Analysis and Capture Excellence (ACE) team is hiring an Associate Director, Sole Source Proposal Management with significant experience leading, generating, and delivering timely, compliant and high-quality DoD proposals. The Associate Director will be a senior source of proposal excellence supporting the Naval Power (NP) team. The Associate Director will manage key proposals when called upon, and support other proposals through process leadership, metrics tracking, training/certification programs, and best practice dissemination. The Associate Director must be capable of leading cross-functional teams, working under pressure, and developing clear strategies that lead to new business. The Associate Director will report to the ACE Capture and Proposal Efficiency Director. They will partner directly with the NP R&C Strategic Capture Director and the Estimating & Pricing (E&P) SBU Director to be responsible for the organization’s proposal efficiency, quality, and effectiveness. What You Will Do Focus predominately on large, complex FAR 15.2 proposals Develop the proposal strategy in collaboration with the Program Leadership Team to ensure alignment with business objectives and customer requirements Direct trade-off decisions during proposal development to ensure compliance, cost effectiveness, and efficiency Implement elements laid out in Raytheon’s Cost Estimating Manual and RTX Lifecycle Program Management (RLPM) to deliver high quality, compliant proposals Manage delivery of proposal responses within cost and budget Understand the NP customers’ marketplace and stakeholder customer organizations Track business area sole source proposal activities - assess staffing, review schedules, and track the status through award Establish and track metrics related to the quality/cost/schedule of internal proposal processes – to include but not limited to proposal cycle time and NBI efficiency. Institute efforts to drive improvements. Assist in the training, certification and assignment of SBU proposal managers and cross-functional proposal team staffing Make recommendations and implement SBU-specific proposal organizational improvements Create a standardized library of “golden BOEs” and other proposal best practices for use by the business unit teams writing proposals Implement standard proposal kick off process to align proposal teams on expectations and to communicate the best practices and libraries of content available to help them Collaborate with RTX Global Government Relations (GGR) at the Federal, State/Local on Public Policy in their advocation and development of new technologies and our solutions Domestic and/or international travel up to 30% Qualifications You Must Have Typically requires a University Degree and minimum 12 years’ prior Aerospace and Defense industry experience or an Advanced Degree and a minimum of 10 years’ experience. 5+ years leading or a key contributor on sole source proposals Experience leading cross-functional teams Qualifications We Prefer Experience with Raytheon or equivalent industry standard capture and proposal processes Cross-functional experience in program management, Finance, Contracts, Engineering, Operations or Supply Chain Foreign Military Sale (FMS) and Direct Commercial Sale (DCS) experience Ability to obtain a DoD Top Secret/SCI clearance What We Offer Our values drive our actions, behaviors, and performance with a vision for a safer, more connected world. The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
