Role Summary Rowan Digital Infrastructure is seeking a Director of Utility Project Delivery to lead a high-performing team of technical project managers responsible for delivering reliable, scalable, and cost-effective power, energy, water, and wastewater infrastructure across a rapidly growing hyperscale data center portfolio. This leadership role oversees the full lifecycle of utility-owned and jointly delivered infrastructure—from early development and interconnection strategy through procurement, construction, commissioning, and energization. The Director will establish programmatic delivery frameworks, standardize execution practices, and drive performance across multiple markets and utilities. This leader provides technical and strategic oversight, ensures utility partners deliver on commitments, manages risks across a complex project pipeline, and enables Rowan to meet its capacity, reliability, and sustainability requirements. Internally, the Director collaborates closely with site development, engineering, construction, operations, and customer teams to align schedules, escalate constraints, and ensure project readiness. Success in this role requires strong technical acumen in power systems, exceptional project and stakeholder management capabilities, and the ability to lead teams navigating ambiguity, regulatory complexity, and aggressive delivery timelines. Travel: Ability to travel up to (30%) for company gatherings, utility meetings and project site visits Location: Denver, CO, or Seattle, WA Compensation: $185k-$210k Essential Responsibilities Lead, mentor, and develop a team of utility-focused project managers supporting a multiregional hyperscale development pipeline. Establish standardized processes, tools, and KPIs for delivery of utility-owned and utility-interfacing infrastructure. Oversee staffing, resource allocation, performance management, and continuous improvement initiatives for the team. Create executive-ready reporting frameworks, risk dashboards, and delivery roadmaps across all projects and markets. Guide the team in developing risk-adjusted critical path schedules and identifying early warnings for delivery delays. Serve as senior point of contact for utility partners across engineering, operations, and program leadership teams. Drive accountability with utilities and contractors through structured governance, status reviews, and escalation mechanisms. Partner with Site Development, Engineering, Construction, and Operations to ensure alignment on designs, sequencing, capacity requirements, and energization readiness. Collaborate with Sustainability and Customer teams to integrate renewable energy solutions, carbon-free energy pathways, and water efficiency goals. Support long-range planning for infrastructure capacity and market expansion strategy. Education, Skills, and Experience Bachelor’s degree in Electrical Engineering, Civil Engineering, Power Systems, Construction Management, or a related technical field. Master’s degree preferred but not required. 8–12 years of progressive experience delivering complex utility, energy, or data center infrastructure projects. At least 5 years of direct experience with hyperscale and large load utility infrastructure projects (medium/high voltage and water/wastewater transmission, distribution), interconnection processes, or utility program delivery. 3–5 years of people management experience, including building, coaching, and scaling project management teams. Proven track record managing large-scale, technical, multi-stakeholder infrastructure programs with aggressive schedules. Familiarity with water/wastewater infrastructure, permitting, and municipal utility coordination (preferred). Proficiency in MS Excel and PowerPoint; MS Project or Primavera scheduling experience strongly preferred. Ability to lead teams through complex, high-stakes project delivery environments with competing priorities. Exceptional communication skills, with experience presenting risks and recommendations to senior leadership. Strong negotiation skills and comfort engaging utilities and contractors at senior levels. Demonstrated ability to operate in ambiguity, identify constraints early, and drive to resolution. Organized, detail-oriented, and capable of managing multiple concurrent projects across regions.
