SUMMARY The Clinical & Quality Program Manager-QSI, coordinates activities and functions of various Federal and State Quality programs to ensure that goals and objectives specified for the program are accomplished in accordance with established priorities, time limitations, funding limitations or other specifications. Responsibilities may include training, coordination, solicitation and scheduling of projects, development and implementation of new processes or workflows, budget management and other administrative duties, ongoing project management, and may supervise team members in conjunction with leader. Program Manager will coordinate work between IS&T, Quality, Medical Informatics, Process Improvement, Clinical and Operational leaders, and vendors as necessary. RESPONSIBILITIES Program Management & Operations • Oversee daily program operations and set priorities. • Coordinate, monitor, and report on quality programs across hospitals and ambulatory practices. • Manage program work plans, schedules, and interdepartmental activities. • Lead meetings, set agendas, and track outcomes. • Support leaders with internal operations, recruiting, and program development. Regulatory & Compliance • Ensure compliance with hospital, regulatory, and quality reporting standards. • Interpret regulations and advise leaders on program goals. • Act as a subject-matter expert on quality programs and regulations. Financial & Resource Management • Provide financial estimates for incentives and payment adjustments. • Monitor program expenditures and ensure budget targets are met. • Manage expense and invoice processing. Evaluation & Improvement • Evaluate program effectiveness and implement improvements. • Develop methodologies to assess outcomes and recommend actions. • Lead and support quality improvement initiatives. Communication & Training • Develop and distribute communications to raise program awareness. • Provide training and guidance to staff and leaders. • Foster open communication between leaders, departments, hospitals, and the community. QSI Program Development, Reporting & Management • Project management of all clinical and technological components for the RRH external rating programs (ex. USNWR, Health Grade, Leap Frog etc.). Evaluates program effectiveness, monitor expenditures, recommend and develop improvement methods. • Partner with internal communications and marketing on collateral to raise awareness of programs, providing training as necessary. • Provides oversight and management of daily operations and program activities. • Coordinates QSI activities with leadership to ensure optimum efficiency and compliance with appropriate policies, procedures and specifications. • Sustain QSI applications, make recommendations for enhancements as appropriate. REQUIRED QUALIFICATIONS • New York State Registered Nurse Licensure • Bachelor's degree in Health Care Administration, Business Administration, Information Systems or Project Management. PREFERRED QUALIFICATIONS • Minimum of two years’ academic or employment experience in project related work, systems and financial analysis preferred. • 3 years of experience in healthcare operations and leadership preferred. • Strong analytical, computer, verbal and written communication skills. • Familiarity with Quality & Patient Safety Principles. • Must be able to work effectively with internal multi-disciplinary teams, leadership and external vendors as needed. • Excellent analytical, problem resolution, organization and time management skills. • Demonstrated project and people management ability. • Creative thinking, collaboration, motivated to learn new things. EDUCATION: • BS (Required) PHYSICAL REQUIREMENTS: M - Medium Work - Exerting 20 to 50 pounds of force occasionally, and/or 10 to 25 pounds of force frequently, and/or greater than negligible up to 10 pounds of force constantly to move objects; Requires frequent walking, standing or squatting. LICENSES/CERTIFICATIONS: • RN - Registered Nurse - New York State Education Department (NYSED) PAY RANGE: $65,000.00 - $97,500.00
