About This Role Reporting to the Communications Director, the Communications Manager will be part of a team of professionals who help support Oregon’s caregivers and public service employees. Working closely with RISE Partnership staff and leadership, the Communications Manager will oversee the communications strategies for multiple RISE Partnership programs. The Communications Manager plays a critical role in advancing communication objectives across the organization, building and maintaining relationships with vendors and partners, and identifying opportunities to improve team efficiency and impact. As a leader on the communications team, this role helps shape both team and organizational culture in alignment with RISE’s values of equity, inclusion, and collaboration. This role requires a visionary thinker who can design and implement systems that streamline workflows and strengthen team effectiveness. The ideal candidate is a proactive, solutions-oriented self-starter who thrives in a dynamic, mission-driven environment and is committed to continuous improvement. This role is part of the Leadership Team and works primarily on the Shared Services team. Our team of leaders works collaboratively to ensure the success of all RISE Programs. Essential Functions Strategy and Leadership • Lead a team of communicators, identify opportunities for ongoing training and development, and conduct employee reviews and assessments. • In coordination with the Communications Director, set quarterly goals that support the organization’s strategic plan. • Track and manage team workloads and workstreams. • Collaborate with leadership and communication staff as a thought partner on strategic communication, marketing, and public relations initiatives. • Build and maintain relationships with program staff to ensure strong collaboration with the communications team to effectively implement strategies and meet goals. Communications Strategy and Branding • In coordination with communicators and program directors, develop and implement communications campaigns and strategies and monitor their success. • In coordination with the Communications Director, develop strategies to maintain brand consistency across the organization. • Access and analyze performance metrics to make data-driven decisions about communications tactics. • Support communications initiatives by delegating tasks, providing support to Communications Director, and ensuring successful implementation. • In coordination with the Communications Director, develop external communication plan for RISE service categories. Knowledge, Skills And Abilities • Excellent project management skills. • Ability to apply an equity lens to all communications strategies, ensuring inclusivity and accessibility in messaging and outreach. • Ability to use the following office equipment, tools and machines: • Microsoft 365 • Standard office equipment • Email marketing tools such as Active Campaign • Adobe suite, including InDesign • SMS tools, such as Hustle • Salesforce • Skilled at monitoring, analyzing, and optimizing communication effectiveness using performance metrics and industry best practices. • Ability to develop and implement strategies to engage stakeholders and enhance partnerships through communication efforts. • Excellent written and interpersonal communication skills. • Strong editing and proofreading skills, with the ability to provide clear, constructive feedback and ensure all content aligns with organizational voice, tone, and brand standards. • A commitment to giving workers the capability and confidence they need to make the most of their union-negotiated training and benefits. • Familiarity with unions, non-profits, and/or start-ups preferred. Experience • Relevant experience in developing and executing strategic communications plans required. • Relevant supervisory experience strongly preferred. • Experience in strategic communications planning and executing strategies • A track record of analyzing data for insights and using data to inform decisions Work Conditions • Hybrid role based in Portland, Oregon (primarily remote with required in-office attendance for meetings or team events as needed). • Requires prolonged periods of sitting and regular use of a computer. • Regular use of video during virtual meetings. • Regular working hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. • Willingness to work occasional extended hours, including evenings and weekends. • Ability to travel between worksites and/or meeting locations within the state as needed. • Must reside in Oregon or Washington and be able to attend in-person work or meetings in the greater Portland area, as needed.
