Position title: Senior Program Director, Health Commodity Supply Chains and Financing Location: This position is a seconded position to the GFF Secretariat, Health, Nutrition & Population Global Practice, World Bank and is remote. It reports to the GFF Senior Commodities and Supply Chain Specialist. Practice/Department: Health Systems Strengthening Position Summary: Objective To contribute to the Global Financing Facility’s Commodities and Supply Chain (C&SC) work program by advancing strategy development, strengthening coordination across the World Bank and global partners, and providing direct technical assistance to countries. The secondee will help demonstrate the GFF’s value-add and strategy on reproductive, maternal, newborn, child, and adolescent health and nutrition (RMNCAH-N) commodity security and access, integrating this with health financing reforms, systems strengthening, and the results agenda. This will include shaping investments with partner countries and collaborating across the World Bank Group and beyond to maximize the impact of GFF grant funding and mobilize additional resources for sustainable commodity access Responsibilities: Supplies Team Engagement (20%) • Participates fully as a member of R4D by contributing, assisting, and participating in projects, activities, and initiatives as requested by management • Contribute to and support development of the Supplies Team strategy. • Actively identify and build on team synergies to advance strategic goals and objectives. • Provide analysis and thought partnership on innovative financing, donor alignment, and private sector engagement as they relate to commodity security. • Support the C&SC team lead in managing and coordinating the work of consultants and firms delivering technical assistance, and contribute to the development of global technical guidance. GFF Secretariat Engagement and Coordination (20%) • Participate in Secretariat cross-team collaboration to ensure supply chain activities align with broader GFF priorities. • Support strategic thinking and day-to-day activities linked to the GFF mandate on commodity security and health financing. • Contribute to Secretariat strategy development by engaging across teams, identifying synergies, and supporting integration of supply chain work with broader GFF priorities on health financing, systems strengthening, and results. • Develop briefing materials and talking points for senior leadership on commodity access and supply chain reforms. World Bank Engagement and Coordination (20%) • Design and develop pathways for collaboration across the World Bank (country operations, governance practice, global partnerships). • Define outcomes for each collaboration and draft operational pathways and timelines for implementation. • Provide technical contributions to analytical work and project preparation advancing RMNCAH-N commodity security. • Support engagement with World Bank task teams and partner governments to advance analytical work and project preparation that strengthen RMNCAH-N commodity security, patient-centric access, and health system stewardship reforms. • Contribute to the design and implementation of new funding mechanisms—such as the Challenge Fund and Innovative Financing approaches—to maximize leverage of GFF grant financing and incentivize domestic resource mobilization. • Support up to eight GFF partner countries in the implementation of the Challenge Fund by providing technical assistance on design, execution, monitoring, and capturing lessons to ensure sustainable financing and access to RMNCAH-N commodities. Country Engagement and Coordination (20%) • Support up to eight GFF countries to define, design, and implement supply chain system improvements in financing, operations, and market shaping. • Serve as a technical resource to country stakeholders, ensuring alignment with GFF grant funding, health financing reforms, and sustainability goals. • Provide direct technical assistance and capture lessons for cross-country learning. • Support GFF’s efforts on donor alignment at country level and linkages with global fora to influence prioritization and resource mobilization for RMNCAH-N commodity access. Global Engagement and Coordination (20%) • Engage with multilateral agencies (Global Fund, Gavi, UNICEF, UNFPA, others) to advance shared priorities and define and highlight GFF’s comparative advantage. • Represent the GFF C&SC Team in global discussions on supply chain management and advocate for country leadership and capacity building at country level, including with the Funders Forum for Supply Chain, the Reproductive Health Supplies Coalition, the Supply Chain Leaders Forum, and other relevant fora. • Contribute to positioning papers, technical briefs, and global discussions that elevate GFF’s role in commodity security and supply chain strengthening. Supervision The position will report directly to the C&SC Team Lead at the GFF Secretariat, who will provide oversight, assign tasks, conduct regular check-ins, and ensure alignment with the broader C&SC work program. Qualifications: Minimum • 15 years of experience in senior management roles in the development sector. • Master’s degree in Public Health, Public Policy, Supply Chain Management, or a related field. • Extensive experience managing large-scale health sector programs and leading cross-functional teams with specific experience working on health commodity supply chains in low- and middle-income countries with a focus on maternal, newborn and reproductive health commodities. Preferred • Prior experience leading collaboration with government bodies, NGOs, and multilateral institutions. • Expertise in policy advocacy, global development, and working with large donors such as the World Bank, the Global Fund, USAID, etc. • Strong network of contacts in the development sector. • Exceptional strategic thinking and leadership skills. • Proficiency in additional languages (French, Spanish, or others depending on the program's geographic focus).
