We are seeking an experienced Senior Program Manager with a strong background in Department of Defense (DoD) program execution, business development, and technical leadership. This role leads complex defense programs, partners closely with Army and DoD stakeholders, and drives delivery across technical, financial, and growth objectives. This position requires a current/active U.S. Secret Security Clearance. \n WHAT YOU WILL BE DOING Lead and manage complex DoD programs, ensuring successful delivery of programmatic, technical, cost, and schedule objectives Serve as the primary interface with Army and DoD customers, building trusted relationships aligned to mission priorities Develop and execute integrated program management plans covering cost, schedule, risk, quality, and performance Mentor and lead cross-functional teams, fostering a high-performance, accountable, and inclusive culture Apply deep knowledge of DoD acquisition pathways, including Software Acquisition Pathway, OTA, IDIQ, FFP, CPFF, and CR contracts Support capture and proposal efforts, including opportunity shaping, RFP analysis, solution development, and teaming strategies Proactively manage risk in FFP/LOE and cost-reimbursement environments, driving program health and margin performance Provide leadership supporting operational deployments and system-of-systems integration, including C5ISR, tactical networks, cybersecurity, NetOps, and C2 environments Utilize industry-standard program management frameworks (e.g., PMI, Shipley) to ensure consistent execution and governance Identify and execute program growth strategies, including scope expansion, recompetes, and sole-source opportunities Deliver clear, concise executive-level briefings, program reviews, and strategic recommendations to internal and government stakeholders WHAT YOU HAVE DONE 10+ years supporting federal government programs, including 5+ years in program management or leadership roles Demonstrated success managing DoD programs across the full acquisition lifecycle Experience working with Army stakeholders, acquisition professionals, and Programs of Record (PoR) Understanding of Army modernization priorities, particularly within C5ISR, Command & Control, and Intelligence systems Proven experience managing complex software programs involving internal teams, government customers, and subcontractors Strong working knowledge of contracting structures, teaming agreements, NDAs, and subcontract management Hands-on experience with Agile software development and integration in stakeholder-driven environments Exceptional written, verbal, and presentation skills, including executive-level communications Proven ability to manage multiple priorities and tight deadlines in dynamic, high-stakes environments Proficiency with Microsoft Office and/or Google Workspace tools EVEN BETTER Experience with DoD Software Acquisition Pathway, OTA, and Commercial Solutions Openings (CSO) Background supporting operational deployments and large-scale system integration efforts Track record of expanding programs through strong performance and customer trust Demonstrated success navigating complex stakeholder environments across operational units, program offices, and industry partners Established professional network within Army acquisition, technical, and user communities PMP, DAWIA, or similar certification #LI-MC1 \n At RII, we believe that diversity in our workforce is critical to our success.
