This role ensures that all agreements, partnerships, and operations align with nonprofit regulations, ethical standards, and mission-driven goals. The position is responsible for managing federal, government, and commercial contracts, ensuring regulatory compliance (including AbilityOne, FAR, CARF, and state/local requirements), and fostering a culture of integrity and accountability. The Director collaborates with internal departments and external partners to mitigate risk, support programmatic success, and uphold the organization’s values. ESSENTIAL FUNCTIONS 1.Contract Management & Administration • Lead the development, negotiation, and administration of contracts, subcontracts, and vendor agreements with public and private entities. • Ensure compliance with federal acquisition regulations (FAR), nonprofit-specific guidelines (e.g., OMB A-122), SourceAmerica, and State standards. • In partnering with Operations and Revenue Development, the role will support proposal development and will oversee cost analysis and contract modifications to support programmatic and operational needs. • Maintain accurate contract documentation, reporting, and performance evaluations. • Support revenue generation and billing processes through effective post-award contract administration. • Design, implement, maintain, and support Relay’s contract policies and related standard operating procedures (SOPs). • Collaborate with Relay functional leaders to ensure policies are practical, up-to-date, and aligned with regulatory requirements. • Lead training and communication efforts to ensure team understanding and adoption of policies and SOPs. 2.Procurement Contract Management • Manage procurement process to ensure fair, transparent, and compliant vendor selection and contract execution. • Manage vendor relationships and performance in accordance with contract terms. • Ensure procurement documentation and approvals meet internal controls and external audit requirements. 3.Compliance Leadership • Develop and maintain a comprehensive compliance program that aligns with nonprofit governance, ethics, and regulatory requirements. • Monitor and respond to changes in laws, regulations, and accreditation standards (e.g., CARF, Department of Developmental Services). • Lead investigations into potential violations and implement corrective actions. • Serve as the organization’s Compliance Officer for external audits and regulatory engagements. • Ensure business licenses, registrations, and certifications are current and compliant. • Manage and coordinate any requirements for project and account staff badging identification, registrations, and ensure certifications are current and compliant. • Ensure that any necessary insurance and bond requirements for the project are current and compliant. 4.Strategic Collaboration & Governance • Advise executive leadership on compliance and contracting matters, including governance documentation and risk mitigation. • Partner with Legal, HR, Finance, Operations, IT, Program Services, and other departments to ensure integrated compliance and contract practices. • Promote ethical conduct and awareness through training, communication, and internal reporting mechanisms. • Represent the organization in external forums, regulatory agencies, and partner engagements. 5.Team Leadership & Development • Supervise and mentor a team of contracts and compliance professionals. • Foster a culture of excellence, accountability, and continuous improvement. • Ensure team alignment with organizational mission, values, and strategic goals. QUALIFICATIONS Education: • Bachelor’s degree in business administration, Public Administration, Law, or related field required. • Master’s degree preferred. Experience: • At least 10 years in a director/manager leadership or supervisory role. • Minimum 15 years of experience in nonprofit, government, or public sector contracting and compliance. • Minimum of 10 years of experience in regulatory compliance and documentation related to federal contracting standards, including FAR, OMB Circular A-122, SourceAmerica guidelines, CPARs, CMRs, and contract management protocols (CMP). Certifications: • NCMA Certified Federal Contracts Training • Certified Compliance and Ethics Professional (CCEP) preferred. • Familiarity with nonprofit regulatory frameworks and federal contracting standards. Skills & Competencies: • Deep understanding of nonprofit governance, FAR, CAS, and OMB guidelines. • Expertise in process improvement and creating standard operating procedures • Strong leadership, analytical, and problem-solving skills. • Excellent communication and interpersonal abilities. • Proficiency in contract management systems and Microsoft Office Suite. • Ability to manage multiple priorities and foster cross-functional collaboration. PREFERRED QUALIFICATIONS • Prior experience in document management, scanning, or records processing. • Experience working with or supporting individuals with disabilities, both apparent and non-apparent. • Background in nonprofit or social enterprise settings • Knowledge of Image Trust, Citrix, Library World, and/or UKG Ready Work Environment & Physical Requirements: • Remote with occasional travel to Office Meetings, program sites, partner locations, and regulatory meetings. • Ability to work extended hours as needed. • Frequent use of computer, phone, and standard office equipment.
