Description Position Overview We are seeking an experienced Project Manager to lead a large-scale Identity and Access Management (IAM) modernization program for a civilian federal agency. This role will oversee the migration from legacy identity infrastructure to modern cloud and Zero Trust platforms. The Project Manager will serve as the primary customer-facing delivery lead, coordinating engineering teams, government stakeholders, and subcontractors while ensuring schedule, scope, risk, and compliance requirements are met in an Agile delivery environment. Requirements Program & Project Leadership Lead planning, execution, and delivery of IAM modernization initiatives, including migration from legacy systems to modern cloud-based platforms. Develop and maintain project schedules, milestones, and deliverables aligned with federal contract requirements. Manage risks, dependencies, and issues; drive mitigation strategies and escalation paths. Ensure alignment with Zero Trust architecture principles and federal cybersecurity mandates. Customer Engagement & Stakeholder Management Serve as the primary interface with government program leadership, security teams, and technical stakeholders. Facilitate governance meetings, sprint reviews, and executive briefings. Translate technical engineering work into clear program status reports and executive-level summaries. Agile Delivery & Team Coordination Lead Agile project execution using Scrum or hybrid Agile methodologies. Coordinate IAM engineers, cloud engineers, PAM specialists, and Tier 3 operations teams. Ensure backlog grooming, sprint planning, and delivery metrics are maintained. Compliance, Documentation & Governance Ensure project artifacts support federal compliance frameworks including: NIST 800-53 / 800-63 FISMA FedRAMP Zero Trust Maturity Model Oversee documentation development (SOPs, architecture diagrams, ATO artifacts, migration plans, operational runbooks). Support audits, ATO processes, and governance reviews. Required Qualifications U.S. Citizenship required; ability to obtain a Public Trust clearance Bachelor’s degree in Information Systems, Cybersecurity, Engineering, Business, or related field. 5+ years of IT Project Management experience, including large-scale enterprise modernization programs. Experience managing Identity & Access Management or cybersecurity programs in federal environments. Experience managing legacy-to-modern system migrations. Agile delivery experience (Scrum, SAFe, or hybrid methodologies). Strong documentation, communication, and executive briefing skills. Preferred Qualifications Prior federal civilian agency project experience. PMP, PMI-ACP, CSM, or SAFe certifications. Experience with Zero Trust architecture programs. Familiarity with ATO processes, FedRAMP documentation, and security control validation.
