Lead staffing operations teams, coordinate project mobilizations and worker handoffs, resolve assignment issues, and track operational performance.
Requires 5+ years of operations, project, or field management experience, including managing supervisors, multiple concurrent sites, workforce systems, and payroll time approval.
ABOUT RRS STAFFING SOLUTIONS RRS Staffing Solutions is the workforce arm of RRS Brands, built to deliver reliable, creative staffing under pressure, from steady-state placements to large-scale, short-notice mobilizations for events, disaster response, and government contract work. We staff the people who show up when a client needs a team fast, and we take pride in solving staffing challenges other agencies won't touch. When the job is urgent, complex, or unusual, we're the team that figures out how to get it staffed. We're looking for people who want to build that reputation with us, not just work inside it. POSITION SUMMARY We're hiring an Operations Manager to lead the on-the-ground side of our Client & Operations team: the project managers who run travel and large projects, the local account managers who run local accounts the way a traditional staffing office would, and the assignment coordinators who take routine paperwork off their plates. You will make sure every worker on assignment is looked after by a named owner, that the handoffs between Recruiting, Travel, Payroll, and the field actually happen, and that projects are staffed and running before the client has to ask. You are the leader who turns a client's expectations into staffing plans and site plans, and who holds a team accountable for the follow-through. KEY RESPONSIBILITIES Lead the field team • Lead, coach, and hold accountable the project managers, local account managers, and assignment coordinators, with clear goals and KPIs. • Set the team's operating rhythm, including daily rosters, weekly reviews, and clear escalation paths from the site to you. • Hire, onboard, and develop project managers, local account managers, and coordinators as assignments grow, working with the Recruiting Manager and Human Resources. Staff and run assignments • Work with the Recruiting Manager and the RRS Travel Manager to staff each project before mobilization, including headcount, start dates, arrival plans, and backups. • Turn the client expectations set by the Account Director and account managers into staffing plans and site plans. • Make sure every project and local account has a named assignment owner for its workers, and that client supervisors and RRS Field Managers know who to call. • Coordinate arrivals, departures, and housing issues with the RRS Travel Manager, and coordinate safety with Safety & Compliance. Own the follow-through on worker handoffs • Make sure each assignment owner receives the placement brief before the worker's first shift, and raise it with the Recruiting Manager when a brief is missing or thin. • Make sure assignment owners log a check-in on day 3 and every two weeks, and that what workers say and how they perform is recorded in the shared worker record. • Make sure assignment owners approve time accurately and by the weekly payroll cutoff. All time worked must be recorded and paid, including unapproved overtime. • Review the independent QA team's monthly findings and act on handoff and fit problems in your team. Handle worker issues the right way • Handle attendance, performance, and conduct issues on assignment consistently and promptly. Bring any discipline, removal, or termination of a worker to Human Resources first. The assignment owner does not decide it alone. • Report possible harassment, discrimination, or retaliation to Human Resources right away. Send any client request to remove or exclude a worker because of a protected characteristic to Human Resources. • Make sure every injury on assignment is reported under the handbook's injury procedure and that Safety & Compliance is involved. Measure and report • Track fill rate, worker retention on assignment, handoff completion (briefs received, check-ins logged, scorecards filed), on-time time approval, and client feedback. • Report on those measures to the Director of Staffing and use them to plan staffing and coaching. WHAT WE'RE LOOKING FOR • You have 5 or more years of operations, project, or field-management experience in staffing, events, food service, logistics, or disaster response, including leading a team of managers or supervisors. • You have run several sites or projects at once and kept people, schedules, and paperwork moving under deadline pressure. • You lead through your managers. You set expectations, inspect the work, and coach. • You understand time approval, overtime, and payroll cutoffs, and you know that all time worked must be recorded and paid. • You communicate well with workers, client supervisors, and internal teams, and you stay steady when a site is in trouble. • You have experience with workforce, timekeeping, or applicant tracking systems, and you keep the worker record complete. • You are willing to travel to support mobilizations and conduct routine site visits. This role may require extensive travel at times, up to 75% of the time. • A bachelor's degree is preferred. We will strongly consider equivalent experience. WHAT WE OFFER • A salary of $85,000-$110,000 plus a performance-based bonus. • A genuine leadership role with ownership of how assignments run in the field. • A fast-moving, mission-driven culture: Wherever, Whatever, Whenever. • The chance to build the operations function of a growing staffing company, with a team that grows as the company does.
