Full Description

This vacancy is with the office of IPR on the Information & Public Records service team. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County. Basic Duties: Under general direction, works cross-functionally with internal IS and service team staff, providing the technical liaison expertise required to design and deploy IS systems solutions, many of which are technical. Provides leadership and direction to IS Business Analysts and IS Senior Business Analysts; executes frameworks or assumes responsibility for the completion of major projects; performs or oversees all or most of the systems development life cycle and ongoing administration functions including needs analysis, feasibility analysis, structured system analysis, technology and software assessment, project planning and management, implementation and testing, user training, post-implementation assessment and directs and participates in complex studies. Work is performed within a broad framework of general policy and requires creativity and resourcefulness to accomplish goals and objectives and in applying concepts, plans and strategies which may deviate from traditional methods and practices. Flexible Workplace: This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. To view Ramsey County’s Flexible Workplace policy, go to: Flexible Workplace Policy • Conduct complex analysis of business processes, technology solutions and systems infrastructure. Independently coordinate business process redesign projects; participate in the strategic planning, formulation of goals and objectives and decision making as it relates to business process automation and technology projects. Lead business process/workflow analysis and fit/gap analysis; provide change management mentoring and direct services. Apply business process analysis and project management concepts to recommend the adoption of technology products to improve operational efficiency. • Establish a time frame for a design concept or project to be completed, set priorities for work to be done, work with cross department staff to gather information and make modifications to the concept or project; review the final product with department staff to ensure it is functional and identify any needed modifications. • Gather and integrate data from multiple sources and evaluate project work priorities, procedures, and processes to determine their effectiveness and efficiency in meeting common and multi-phase objectives. • Function as the leader for the most complex and/or integrated IS and service team business design and re-engineering projects. Lead the validation and realization of business requirements through project life-cycle. • Create and document long-term strategies; translate business needs into IS directions; may prepare and present long-term plans. Participate in integrated reviews and improvement studies; write clear, concise narrative reports for the CIO and Enterprise Governance Teams. • Lead special analytical studies, research, and analysis to determine and communicate business requirements to users and technical support team members; work with business process owners and operating department users to evaluate process improvement opportunities. • Implement new processes; oversee and monitor processes to ensure efficacy and adherence; resolve process issues in coordination with relevant teams; apply lessons-learned to evolve processes as appropriate. • Establish and maintain positive business relationships with management throughout the enterprise. • Provide advice and recommendations to user and development groups to identify and document system recommendations for current and future development; refine processes and procedures guidelines. • Consult with departments to build capacity and ensure that appropriate project management and business analysis frameworks and procedures are used across the county. • Serve as the primary point of contact, coordination and escalation between program staff, contracted vendors and the IS Department, ensuring that work is completed according to established agreements and timelines. Provide input into resolution of vendor-related issues. Proactively mitigate risks associated with IS-owned infrastructure, system, and resources that impact, or may impact, hosted and managed services. Assimilate and disseminate best practices/learnings to IS and county leadership. • Lead business process owners and operating departments in the evaluation of process improvement opportunities which include technology solutions. • Assist in the development of less experienced business analysts by advising them on the identification and documentation of current practices and mentoring them on the completion of the project management cycle. (The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position’s management approved work schedule is required.) ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13. Education: Bachelor’s degree. Experience: Seven years of experience as a functional analyst/business analyst/system analyst in informational technology or related area. Substitution: Equivalent combination of education and related experience. The examination process will consist of the following section with each section weighted as indicated: • Training and Experience Rating = 100% The examination for IS Business Analyst Principal will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions –do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination. Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as an IS Business Analyst Principal. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted. Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process.
