Experienced Program Manager, Talent Management Contract Opportunity | Hybrid Protouch Staffing Location: Houston, TX 77024 Schedule: Monday-Friday | 8:00 AM-5:00 PM (Hybrid) Protouch Staffing is seeking an experienced Program Manager, Talent Management to support a large, complex organization within its Talent & Organizational Development and Learning (OD&L) Center of Excellence. This contract role is ideal for a strategic and hands-on program leader who thrives in a fast-paced, cross-functional environment and is passionate about advancing talent, engagement, and organizational effectiveness. Position Overview The Program Manager will own strategic, tactical, cross-functional, and technology-driven programs that support Talent & Engagement initiatives. This role is responsible for end-to-end program delivery, including project planning, change management, budget oversight, KPI development, and executive-level reporting. The position reports to the Director of Talent & Engagement. Key Responsibilities • Develop and execute program strategies aligned with Talent, Engagement, and OD&L objectives • Manage end-to-end project lifecycles, including scope, timelines, budgets, and change management • Create and maintain KPI dashboards and reporting to provide visibility into program performance, milestones, and outcomes • Lead multiple projects simultaneously while navigating ambiguity and competing priorities • Partner cross-functionally and leverage human-centered and agile design approaches • Build and deliver compelling presentations to executive stakeholders • Drive continuous improvement through innovation, problem-solving, and thought leadership Minimum Qualifications Education • Bachelor's degree in Human Resources, Industrial/Organizational Psychology, Organizational Development, or a related field (required) • Master's degree (preferred) Licenses / Certifications (Preferred) • Certified practitioner in one or more of the following assessments: • 360 Assessments • Hogan • Birkman • DiSC • StrengthsFinder Experience / Skills • Minimum of five (5) years of current progressive program management experience in talent management, learning, leadership development, change management, and/or organizational behavior • Strong customer-service mindset with a human-centered approach • Demonstrated creativity, strategic thinking, and problem-solving abilities • Proven ability to manage multiple initiatives in a fast-paced environment with urgency and responsiveness • Excellent project management, organizational, and attention-to-detail skills • Strong influencing skills and the ability to communicate effectively at all levels, including executive audiences • Exceptional written and verbal communication skills Additional Client Requirements • Seasonal Influenza (Flu) vaccination required • Annual TB skin test required • Clear Criminal Background • Ability to pass a pre-employment drug/alcohol test This is an excellent opportunity to make a long-term impact while partnering with a trusted, nationwide healthcare staffing firm.
