Description: The Grants Management Specialist – Level II will have effective communication skills and organizational skills to support potential and current government clients. **This is a remote work position. Requirements: Job Responsibilities Perform selected pre-award functions with direction from the Government Accountability Office/Grants Management Specialists for financial assistance support and advise the Contracting Officers and/or Program Owners. Pre-award functions include, but are not limited to: • Conduct specific award process efforts in STRIPES • Coordinating with Program Owners to review the budget (this review should provide a comparison between the budget and the project narrative) • Evaluating subcontractors and subrecipients, travel expenses, equipment purchases, indirect cost rate and fringe benefit agreements, verifying compliance with 2 CFR 200 • Conducting a Financial Management Assessment • Preparing the Determination of Responsibility (the responsibility determination considers if the recipient has the administrative and programmatic capabilities to perform) • Review of organizational audits and determination of High Risk for the recipient (recipient may exhibit factors that indicate a high degree of risk in the successful completion of the award) • Determination of Payment Methods (The determination of the payment method is dependent upon the results of the financial management assessment) • Evaluating potential cost sharing • Preparing assistance agreement terms and conditions • Tracking award process milestones to ensure timely submittal of Financial Assistance award packages to the Government Accountability Office to ensure timely award. Additional Responsibilities: • Participate in Multi-Functional Teams, hold / conduct meetings and liaise with Program Owners and Contracting Officers/Grants Management Specialists as well as ProVets team members. • Interact with recipients and provide guidance / instruction on award document preparation. • Document and inform Contracting Officer of exhaustive communication attempts leading up to government delay, especially for requirement package receipt. Qualifications Education and Minimum Qualifications • A Bachelor's Degree in Business or a related field • A minimum of five years of federal grant awards preparation or similar type work consisting of the utilization of attention to detail data processing and or data package preparation such as mortgage preparation, loans/banking activities, accounting, construction management, project management or similar regulatory processing of data with personal interaction. Required Skills and Experience • Professional personal computer skills, to include but not limited to, skills in operating Microsoft Office software, with emphasis on Word, Excel, Power Point, and Outlook as well as SharePoint. • Skills in managing and prioritizing multiple assignments with strict deadlines and ability to coordinate efforts among many offices if necessary. • Excellent interpersonal and communication skills (both oral and written) with an emphasis on the ability to transfer knowledge of the award process to support an efficient and timely award package completion. • Work in a collaborative manner with the ProVets Team members to support a consistent transfer of information to all recipients. • Mentor team members to facilitate a consistent transfer of information amongst ProVets Team members. • Proficiency in STRIPES Work Hours and Expectations • Consistent, full-time work expected throughout an eight-hour day in a focused and fast-paced environment • Client contacts in various US time zones may require flexible work hours during the day to meet needs and complete assignments Additional Information • ProVets is an equal opportunity employer • Salary level is commensurate with experience
