The Position The Port of Portland is hiring for a Principal IT Procurement Specialist. We are seeking a creative and collaborative professional who would be responsible for developing, soliciting, evaluating, and purchasing hardware, software, services, and personal services through a variety of solicitation and sourcing methods. This role will focus on Information Technology, as well as supporting other departments, We offer a flexible hybrid schedule that combines work-life balance with team collaboration. You'll be in the office Tuesday through Thursday to engage with colleagues and support our business lines, with the flexibility to work from home on Mondays and Fridays as business needs allow. Essential Job Duties • Act as primary procurement contact for complex solicitations and contracts for information technology contracts. • Provide IT procurement expertise on major IT projects involving complex IT projects to ensure a successful bid process, contract finalization and appropriate utilization. • Process all departmental requisitions, develop solicitations, manage procurement processes. • Issue task orders, contract amendments, and purchase orders for user departments. • Execute and amend contracts as necessary. Accurately track work in department work tracking system. • Review and modify entity solicitations, contracts, amendments, or renewal options that do not adhere to state policies and guidelines involving project management, technical architecture, security, procurement, and other standards as required. • Provide training and consultation on procurement processes and procedures to user departments as required. • Participate in team projects as directed by supervisor, report and recommend suggestions for process and procedure improvements to C&P Manager. Minimum Qualifications • Bachelor’s in Business Administration, Supply Chain Management, or related field. • Four (4) years of contracts, procurement, material management and/or other related experience. • Strong background in public procurement is highly preferred. • Three (3) years of experience in procurement related to the solicitation, negotiation, and award of contracts in information technology. Preferred Licenses And/or Certifications • Certified Professional Public Buyer (CPPB). • Certified Public Purchasing Officer (CPPO). • NIGP Certified Procurement Professional (NIGP-CPP). • Certified Professional in Supply Chain Management (CPSM). Demonstrated Skills • Format, produce, proofread, and edit solicitation documents, correspondence, spreadsheets in general business software. • Perform basic and advanced math functions related to cost/price analysis and apply basic accounting principles. • Adaptive communication, internally or externally, to broker differing values, options, and outcomes at various levels. • Facilitate processes and build consensus. • Provide a high level of service delivery to the customer while effectively managing multiple customer demands and conflicting priorities. • Apply and ensure compliance with all applicable laws, regulations, rules, and policies. • Use of procurement systems including reporting and data analysis. Abilities & Competencies • Oregon Revised Statutes and Federal (such as FAA, U.S. Army Corp. of Engineers, etc.) regulations pertaining to procurement and contracting. • Principles, theories, and concepts of procuring materials, services, and construction practices. • Principles of negotiations and contracts. • Principles of drafting language for legal documents: solicitations and contracts related to the procurement of information technology goods and services. • Minority/Women/Emerging Small/Veteran Owned Business certifications and considerations for Oregon and Washington. Disadvantaged Business Enterprises or Small Business Administration programs. Supplemental and Selection Information Selection Process (Tentative Schedule) • A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of November 3, 2025. • A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials. • Our goal is to schedule virtual first round of interviews with candidates who successfully passed the SME evaluation by the week of November 10, 2025. Panel Interviews will be held week of November 17, 2025.
