The Organization The PopHealth Learning Center (“Learning Center”) is a California Social Purpose Corporation (SPC) committed to transforming how health care is delivered and experienced across California, with a focus on low-income communities. Established to prioritize social impact over profit, the organization is grounded in a mission to bring together health care teams, insurers, and policymakers to keep communities healthy through care that works for patients, inspires providers, and lasts. The Learning Center serves as the Program Office for a statewide Medi-Cal focused practice initiative, the Equity and Practice Transformation (EPT) program, a $160 million-dollar investment in primary care transformation funded by the California Department of Health Care Services (DHCS). The Learning Center also works with a diverse portfolio of funders and partners - including Managed Care Plans, purchasers such as Covered California, and foundations including the California Healthcare Foundation and Blue Shield Foundation of California- to build Population Health Management (PHM) capabilities, advance value-based care and improve health outcomes for Californians. We serve as a strategic partner to organizations and institutions committed to advancing health outcomes and equity. All our efforts are grounded in a shared goal: supporting a more coordinated and person-centered healthcare system that strengthens primary care and advances equitable access across California’s safety net. The Learning Center is highly invested in making data enabled care a reality in the safety net of California. Primary care practices serving low-income communities have historically had disparate access to technology, data and innovations like Artificial Intelligence (AI). The Learning Center incorporates data enablement as a foundational element to all practice improvement work. To support our impact at scale, the Learning Center is building a secure, cloud-based data infrastructure on AWS to support the systematic collection, management, and use of data across programs, payers, and practice types, and to evaluate impact across the Learning Center’s full portfolio of services. This infrastructure brings together multiple data sources, with the PHMI Innovaccer platform serving as an important new input. Innovaccer represents a historically significant opportunity to aggregate data across health plans—particularly standardized HEDIS measures—allowing the Learning Center to assess practice-level performance consistently across payers and over time. Together, these investments are creating an integrated data ecosystem that supports quality improvement, performance accountability, and scale across California. The Position The Learning Center is seeking a visionary and experienced Senior Director of Data and Evaluation to lead our organization's data strategy and impact measurement. This role reports to the Chief Health Information Officer (CHIO) and will develop and oversee the data team which currently includes the Senior Manager of Data and Impact, Data Engineer, and multiple external contractors and consultants. The Senior Director will be responsible for developing and executing an enterprise-wide data strategy that supports strategic decision-making, program evaluation, business intelligence, and ongoing learning and quality improvement. They will also oversee the building and maintenance of the data infrastructure for the organization. To accomplish their work, the Senior Director will interface closely with executive leadership, the programs team, and external stakeholders. This position is ideal for an experienced data team leader who wants to bring their skills to our mission of transforming healthcare delivery through data-driven insights that advance health equity at scale in California. Required Experience and Background or What You Bring You are an experienced leader with deep expertise at the intersection of data, evaluation, and health systems. You bring credibility, vision, and technical expertise to strengthen organizational learning and evidence-based decision-making. Responsibilities include: Strategy & Business Intelligence Develop and implement an enterprise-wide data strategy across programmatic, operational, and financial data. Develop and maintain enterprise dashboards on metrics that matter to highlight progress, identify and mitigate risks, and promote learning. Support strategic data needs including ad hoc market analyses to inform Advisory Board discussions and business development opportunities. Optimizing Data Infrastructure Oversee nascent data infrastructure including AWS data warehouse and Tableau visualizations, and optimize integration between data platforms (Jotform, Salesforce, milestone portals). Establish and maintain data definitions, data dictionaries, validation approaches, and update documentation standards. Ensure data quality, security, and HIPAA compliance across all data systems. Oversee development of self-service tools (e.g. Tableau dashboards) for program leads to monitor program performance and enable real-time adjustments. Evaluation, Research and Dissemination Create and deploy a shared organizational approach for program evaluation with common elements to facilitate reporting to external stakeholders and funders. Drive alignment between program operations, analytic rigor, and PHLC’s strategic goal to demonstrate impact; provide data-driven recommendations on programmatic decisions Translate funder or program requirements into analytic plans using appropriate data and methodologies. Support generation of conference presentations, peer-reviewed publications, and other dissemination materials. Leadership and Collaboration Lead, mentor, and develop a team of data professionals including the Senior Manager, Data Engineer, and external contractors to build organizational capacity. Collaborate and support cross-functional teams across multiple projects with different funders, activities, and outcomes. Translate complex data insights for diverse audiences including funders, the Advisory Board, and external partners. Promote a culture of continuous improvement by identifying opportunities to enhance systems and team capacity. Act as a cultural steward, ensuring the Learning Center’s values of equity, inclusion, and collaboration are reflected in the data team’s work and interactions. Preferred Skills and Qualifications Including: The ideal candidate will be a seasoned leader of data teams in the health care environment. They will bring a collaborative spirit and a commitment to equity, along with the following qualifications: Required Masters Degree or higher + 7 years’ experience in health care environment e.g. public health, biostatistics, epidemiology, health services research. Minimum 5 years’ experience leading productive data teams. Demonstrated experience building data infrastructure. Strong program evaluation skills including logic model development. Strong analytical skills and familiarity with advanced analytics. Ability to translate multiple stakeholder priorities into high value analysis. Able to manage multiple workstreams simultaneously and meet rapid deadlines. Excellent written and verbal communication skills. Preferred History working with AWS Skill in data visualization, including Tableau Expertise analyzing secondary health plan data sets, including HEDIS. Experience designing or using validated assessments in primary data collection. Experience working in start-up organizations. ​​​​​​​Applications will be evaluated on a rolling basis. California residents are strongly preferred (San Francisco/Oakland/East Bay preferred). Compensation & Benefits The salary range for this position is $250,000 - $300,000.
