About the Role We’re seeking a sharp, disciplined, and highly capable Senior Manager – Program Operations to support a large and complex federal program. This role goes beyond administrative coordination — you will own operational infrastructure, financial forecasting, staffing visibility, and systems governance to ensure the program runs with precision and predictability. You will serve as the operational backbone of the program, enabling delivery leadership to focus on execution while you drive execution mobilization, financial clarity, workflow discipline, and forward-looking staffing strategy. Success Metrics Maximize performance against budget to achieve full value realization within fiscal year funding. Timely and accurate financial forecasting and actuals tracking on program execution. Recruit and hire team members to meet performance needs. Drive effective approved project mobilization and launch to meet financial and value realization goals. Meet or exceed profitability targets, including subcontractor contract management. What You’ll Do Own program-level financial tracking and revenue forecasting Maintain and monitor margin performance and flag risks early Develop and manage staffing forecasts aligned to contracted work and pipeline Identify hiring needs 60–90 days in advance Track utilization and ensure alignment between staffing and financial goals Own and govern Ruddr as the system of record Ensure project codes, billing rates, and forecast hours are accurate Improve intake-to-project-launch workflow efficiency Produce monthly operational dashboards for executive leadership Provide scenario modeling to inform program decisions Partner with delivery and recruiting to eliminate operational bottlenecks Create and manage the flow of timely invoice submission and management across the program including client, team, and subcontractor touchpoints Review and approve subcontractor invoices Who You Are At least eight years of experience in program operations, PMO, or financial operations in federal or complex services environments Strong financial modeling capability (Excel and forecasting tools) Experienced managing staffing forecasts and utilization models Financial system owner (Ruddr or other resource and financial management tools) Highly organized, detail-oriented, and execution-focused A proactive self-starter who anticipates problems before they surface Calm under pressure and comfortable operating in fast-paced environments Strong written and verbal communication skills High integrity and accountability Federal experience is critical and significantly more important than mortgage, mortgage experience is helpful but not required What We Offer A leadership role in a fast-growing, high-impact federal program Significant ownership and decision-making responsibility Competitive compensation based on experience Full-time employment with benefits eligibility Opportunity to shape operational infrastructure at scale A collaborative, mission-driven team environment Location Arlington, Virginia (Remote) Department Federal Employment Type Full-Time Minimum Experience Senior Manager/Supervisor Compensation $115,000 to $175,000
