Job TitleGlobal External Workforce Program Manager (REMOTE New England) Location(s)Shelton, US Remote - CT, US Remote - MA, US Remote - ME, US Remote - NH, US Remote - NJ, US Remote - NY, US Remote - RI, US Remote - VT Role Overview The Global External Workforce (EW) Program Manager will own the design, governance, and continuous improvement of our global external workforce strategy. This role ensures alignment between corporate strategy and workforce needs while managing compliance, cost efficiency, vendor performance, and stakeholder experience. Operating at the intersection of Talent Acquisition, HR, Procurement, Legal, Finance, and IT, the Global EW Program Manager is accountable for building a best-in-class external workforce program that enables scalability, operational efficiency, and risk mitigation across all geographies. Responsibilities: Program Strategy & Governance • Design, implement, and scale a global External Workforce program to meet evolving business needs. • Develop and manage program governance, global policy frameworks, SOPs, and best-practice service delivery models. • Create and monitor global SLAs and KPIs to ensure program effectiveness, compliance, and adoption. • Maintain competitive awareness of industry trends, benchmarking, and best practices-particularly within life sciences and diagnostics-to continuously evolve the program. Stakeholder & Partner Management • Serve as the primary point of contact for MSP and VMS partners, ensuring service quality, compliance, cost containment, and customer satisfaction. • Build trusted partnerships with cross-functional stakeholders (Talent Acquisition, HR, Procurement, Legal, IT, Finance, Compliance, and business leaders). • Lead training, change management, and communications to ensure adoption and compliance across all regions. • Act as internal escalation point for complex EW issues. Vendor & Supplier Oversight • Select, negotiate, and manage supplier contracts (including permanent placement agencies, payroll providers, and staffing vendors). • Monitor supplier performance using standardized scorecards and drive continuous improvement through quarterly business reviews. • Partner with MSP to develop a preferred supplier model that advances diversity, cost efficiency, and quality delivery. • Lead global RFPs for VMS/MSP and other vendor services as needed. Compliance & Risk Management • Ensure adherence to global, regional, and local laws regarding worker classification (1099, payrolled, SOW, staff augmentation, etc.). • Drive audit readiness, risk mitigation, and accurate worker classification across all geographies. • Oversee onboarding and offboarding processes for non-employees to ensure compliance with company values, policies, and external regulations. Data, Analytics & Continuous Improvement • Leverage program data to deliver executive dashboards, compliance reporting, and cost analyses. • Identify trends and opportunities for efficiency gains, cost savings, and quality improvement. • Develop predictive workforce insights that inform business and talent strategy. Basic Qualifications: • Bachelor's Degree in Human Resources, Business, Supply Chain, or related field. • 7+ years of progressive experience in external workforce, contingent labor, or talent acquisition program management. • 3+ years of direct experience managing MSP and/or VMS providers, including global integrations. • Proven expertise in worker classification, compliance, and regulatory requirements across multiple regions (North America, EMEA, APAC, LATAM). • Demonstrated ability to lead cross-functional initiatives, manage escalations, and influence senior stakeholders. • Strong financial acumen with experience managing rate cards, budgets, and supplier contracts. • Excellent communication and presentation skills, with the ability to create executive-ready reporting. Preferred Qualifications: • Advanced degree (MBA, Master's in HR, Business, or related field). • Certified Contingent Workforce Professional (CCWP), Certified External Workforce Professional (CEWP), or PMP certification. • Deep knowledge of global labor laws and co-employment risk mitigation. • Experience leading RFPs, supplier negotiations, and vendor governance frameworks. • Familiarity with life sciences and diagnostics industries. • Proficiency with Workday and VMS platforms (Beeline, Fieldglass, Wand), including system integrations. • Advanced skills in Microsoft Office and analytics tools such as Tableau or Power BI. • Demonstrated success driving supplier diversity and inclusive workforce strategies. The annual compensation range for this full-time position is $103,480 to $155,480. Final base pay will be determined by factors including internal equity, work location, and individual qualifications such as skills, experience, and education.
