Job Title: Oracle HCM, Integration, Security & Governance Manager Company: Large Public Accounting Firm Location: Hybrid (East & Central Time Zone Preference - 2 days/week onsite requirement) Work Authorization: U.S. Citizens and Green Card Holders Pay Rate: Max of $75 per hour (W2); Max of $85 per hour (C2C) Employment Type: Contract (Full-Time, with potential for permanent hire) Duration: 4+ Months Overview: We are seeking a strategic and technically skilled Oracle HCM, Integration, and Security & Governance Manager to lead the integrity, security, and connectivity of our global Human Capital Management (HCM) ecosystem. This role is pivotal in ensuring seamless system operations, secure data management, and compliance with global standards and regulations. The ideal candidate combines strong Oracle HCM Cloud expertise, integration leadership, and security governance acumen—with the ability to manage cross-functional collaboration and drive process excellence across HR, IT, and compliance teams. Candidates should also be open to full-time employment consideration after the contract period. Key Responsibilities: Integration Leadership • Lead the integration of new entities into Oracle HCM Cloud, ensuring smooth data migration, process alignment, and minimal business disruption. • Design, implement, and maintain integrations between Oracle HCM and other enterprise systems (e.g., Payroll, Benefits, Finance, Snowflake, Active Directory). • Ensure all data flows are accurate, secure, and compliant with corporate and regulatory standards. Security & Compliance Oversight • Manage role-based access controls, user permissions, and data privacy configurations. • Perform Segregation of Duties (SoD) analysis and mitigation. • Oversee audit and compliance initiatives aligned with GDPR, HIPAA, and internal governance policies. • Partner with internal audit and compliance teams to ensure ISQM, ISO, and GDPR adherence. Governance Framework Development • Establish and enforce governance standards for Oracle HCM usage, including configuration management, data stewardship, and process documentation. • Implement change management protocols to control and monitor system updates and enhancements. • Configure automations for data archiving and purging within Oracle HCM to support data retention requirements by jurisdiction. Risk Mitigation & Operational Continuity • Identify and resolve integration failures, security gaps, and compliance risks proactively. • Ensure business continuity through robust monitoring, alerting, and escalation frameworks. • Drive root-cause analysis and implement permanent fixes for recurring issues. Cross-Functional Collaboration • Partner with HR, IT, Security, and Compliance teams to ensure effective downstream integration and validation. • Serve as a liaison between technical and business stakeholders, ensuring clear communication and aligned objectives. • Provide leadership and direction to team members supporting Oracle HCM operations and integrations. Required Skills & Qualifications: • At least 6 years of hands-on experience with Oracle HCM Cloud Integrations. • At least 6 years of experience with Oracle HCM Cloud Core HR modules. • Deep understanding of Oracle HCM Cloud architecture, Oracle Integration Cloud (OIC), and REST APIs. • Proven ability to lead cross-functional integration projects and manage change in complex global environments. • Strong understanding of role-based access controls, data privacy, and audit protocols. • Knowledge of global data protection regulations such as GDPR and HIPAA. • Experience supporting compliance initiatives related to ISQM, ISO, and GDPR. • Solid grasp of data retention, archiving policies, and access control frameworks. • Excellent analytical, troubleshooting, and problem-solving skills. • Strong communication and collaboration skills, with the ability to translate technical detail into business terms. • Bachelor’s degree in Information Systems, Computer Science, HR Technology, or related field (or equivalent experience). • Proven management or team leadership experience. Preferred Skills & Qualifications: • Experience with Oracle PL/SQL and Unix scripting for middleware integrations. • Background in Design & Build Enablement for enterprise HCM solutions. • Oracle Cloud certifications in HCM, Security, or Integration are a strong plus. • Experience in large-scale, global HCM implementations or integrations.
