This senior-level role will provide expert legal advice and strategic guidance on privacy, data protection, and cybersecurity matters impacting City agencies and citywide initiatives. The Privacy Counsel will support the Chief Privacy Officer and senior City leadership by advising on complex legal matters, shaping privacy policy and legislation, reviewing and negotiating privacy-related agreements, and supporting enterprise privacy governance across New York City. This role requires deep, hands-on expertise in U.S. privacy and data security law, strong government or regulated-industry experience, and the ability to communicate clearly with executive-level, technical, and non-technical stakeholders. Key ResponsibilitiesLegal Advice & Counsel • Provide expert legal advice on complex, sensitive, and time-critical privacy, data protection, and cybersecurity matters • Advise on federal, state, and local privacy laws impacting City agencies and initiatives • Prepare and advise on Privacy Impact Assessments (PIAs) and privacy risks related to new technologies and data uses Policy & Legislation • Draft, review, and shape privacy-related policies, legislation, and citywide guidance • Monitor legislative and regulatory developments in privacy and cybersecurity • Provide legal analysis and briefings to senior leadership and stakeholders Contracts & Agreements • Draft, review, and negotiate privacy-related legal documents, including: MOUs NDAs Data sharing and data processing agreements Terms of service Multi-agency data integration agreements • Support business use cases involving sensitive data sharing Compliance & Training • Develop privacy policies, templates, guidance materials, and training content • Design and deliver privacy training programs for City agency personnel Stakeholder Engagement & Representation • Represent OIP and the Chief Privacy Officer in interagency, national, and international privacy forums • Engage with the Mayor’s Office, City Council, and other government stakeholders • Participate in public-facing privacy engagements, panels, and publications as directed Strategic Support • Prepare legal briefs and strategic advisory materials for City leadership • Support special initiatives and high-priority privacy projects as assigned Required Qualifications (Mandatory) Candidates who do not meet the mandatory qualifications will not be considered. • 12+ years of legal experience, including: NYC government experience OR Intergovernmental affairs OR Implementing or supporting an enterprise privacy program • Active admission to the New York State Bar and in good standing • Demonstrated, hands-on experience providing legal advice on complex privacy and data security laws, including: NYC Identifying Information Law GDPR (U.S. applicability) CCPA/CPRA HIPAA State breach notification laws • Experience drafting, reviewing, and negotiating privacy-related legal agreements (MOUs, NDAs, data sharing agreements, MSAs, terms of service) • Experience developing privacy policies, compliance materials, and legal guidance • Experience conducting or supporting privacy risk assessments and impact assessments • Experience advising on privacy implications of emerging technologies and digital services • Experience supporting enterprise-level privacy program operations • Strong written and verbal communication skills with executive-level stakeholders • Proven ability to collaborate with interdisciplinary teams (legal, IT, policy, operations) • At least one active IAPP certification, such as: CIPP/US CIPP/E CIPM CIPT AIGP Preferred Qualifications • Experience working: Within a government agency (federal, state, or local), or As outside counsel advising government entities, or In-house within a large, regulated enterprise Application Process To be considered, please email the following tohr@paramint.digital: ✔ Resume highlighting privacy law, government, and data protection experience ✔ Two professional references (name, title, organization, email, phone) ✔ Confirmation of W-2 contract eligibility (no C2C or 1099) ✔ Confirmation of hybrid availability in Brooklyn, NY ✔ Confirmation of NYS Bar admission and IAPP certification(s) Job Types: Full-time, Contract Pay: $85.00 - $95.00 per hour Expected hours: 35 per week Application Question(s): • Are you willing to work under a W2 Full-Time Contract?
