PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott MacDonald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canada’s largest airport for the future of air travel—including critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience. The PLAA/Stakeholder Manager - Building (Terminal) is responsible for overseeing all environmental permitting and stakeholder coordination for terminal building components of the Pearson Airport Accelerator Project (PACT). This role supports timely and compliant execution of all Permits, Licenses, Approvals, and Agreements (PLAA) related to construction activities inside and around the terminal environment, ensuring coordination across all project partners and GTAA operations. RESPONSIBILITIES • Manage the identification and acquisition of environmental PLAA for all terminal-based works. • Coordinate PLAA applications by gathering documentation, working with technical experts, and ensuring submission accuracy. • Liaise directly with terminal operations teams and stakeholders to plan around existing airport activities and minimize disruptions. • Align environmental application timelines with project schedules in coordination with planning and construction teams. • Facilitate ongoing communication with authorities and regulatory bodies to ensure progress on application reviews and approvals. • Maintain detailed records and compliance documentation within the PLAA Tracker. • Attend terminal-based meetings and ensure construction teams are briefed on all environmental compliance requirements. • Represent the project during stakeholder meetings involving GTAA operations, tenants, and internal departments. • Provide regular updates to the Environmental Manager and Project Controls team regarding PLAA risk, progress, and compliance. • Support the development of stakeholder engagement materials related to environmental work within the terminal. WORK CONDITIONS The position will be based at our offices in Mississauga, Ontario, with regular visits to the site offices and GTAA terminals as required. This position is 5 days per week with core hours of work between approximately 8:00am–5:00pm with 1 hour lunch or as agreed upon with your manager. DESIRED SKILLS, KNOWLEDGE, COMPETENCIES • 5+ years of experience managing approvals within complex, operationally active infrastructure environments. • Degree in environmental planning, architecture, engineering, or a related discipline. • Strong understanding of terminal operations and construction interface challenges. • Demonstrated ability to coordinate multi-disciplinary teams and meet permitting deadlines. • Skilled in stakeholder communications, especially within high-security or highly-regulated industries. • Familiarity with federal and provincial permitting frameworks and environmental legislation. • Proficiency in MS Office, Bluebeam, and project tracking systems. • Ability to communicate clearly and confidently with a range of audiences, including regulatory authorities, GTAA personnel, and internal construction teams.
