Otoe Missouria Group (OMG) is a tribally owned business dedicated to delivering high-quality solutions across a range of industries. Our Construction Division supports federal, commercial, and tribal clients with expert program management, construction oversight, and estimating services. We are seeking a motivated Construction Program Manager / Estimator to join our growing team. Position Overview The Construction Program Manager / Estimator will play a key role in a growing startup, taking on a variety of responsibilities that span the full project lifecycle. This individual will oversee and support construction projects ranging from $1M to $5M, while also wearing multiple hats across estimating, project scheduling, subcontractor coordination, stakeholder communication, and site visits. Success in this role requires a strong foundation in construction management, cost estimating, and scheduling, combined with the adaptability to manage multiple priorities and step into different functions as needed in a fast-paced, entrepreneurial environment. Key Responsibilities • Develop and manage project schedules, ensuring milestones are met. • Prepare cost estimates and proposals for a broad range of construction projects. • Collaborate with trades, subcontractors, and other stakeholders to ensure smooth project execution. • Conduct site visits as needed to assess progress, quality, and compliance. • Review, process, and track project submittals and documentation. • Assist in securing subcontractors and managing procurement activities. • Communicate project status, risks, and opportunities with internal and external stakeholders. • Ensure compliance with applicable security requirements and project regulations. Qualifications • Minimum: High school diploma or equivalent. • Strongly desired: Bachelor’s degree in Construction Management, Engineering, or a related field. • 5+ years of relevant experience in construction program management and estimating in a federal setting, preferably with projects valued, at a minimum between$1M–$5M. • Knowledge of construction scheduling and project management principles. • Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint). • Experience with scheduling/project management software (e.g., MS Project, Primavera, Procore) is a plus. • Strong interpersonal and communication skills, with the ability to collaborate effectively across teams. • Ability to travel as needed for site visits and client meetings. • Must be a US Citizen • Must be able to meet any applicable federal security clearance requirements. Work Environment & Schedule • Part-time position, remote-based with occasional travel to project sites. • Flexible schedule with the ability to balance workload across multiple projects.
