Oregon State Hospital (OSH) is a Joint Commission–accredited, CMS-certified public psychiatric hospital serving some of Oregon’s most vulnerable and underserved populations. The Superintendent role offers the ability to make a lasting, system-level impact by stabilizing operations, strengthening clinical quality and safety, and advancing patient-centered, recovery-oriented care. OSH provides the scale and resources necessary for meaningful executive leadership, including a $1 billion biennium operating budget, two campuses, and an enterprise workforce of approximately six (6) direct and 2,900 indirect staff. The incoming Superintendent will build upon the foundation established by a successful interim leader, and will have the opportunity to lead the hospital into its next phase of operational maturity and organizational effectiveness. This role is well-suited for a senior healthcare executive who is motivated by complex challenges, public service, and equity-driven outcomes. Job Summary Under the direction of the Director of the Oregon Health Authority (OHA), and in accordance with Oregon statutes and regulatory requirements, the Superintendent serves as the Chief Executive Officer of Oregon State Hospital (OSH). The Superintendent is responsible for the overall leadership, direction, and management of the hospital, ensuring safe, effective, compliant, and high-quality care delivery across clinical, administrative, and operational functions. The Superintendent provides executive leadership to the OSH Leadership Team, sets organizational direction and priorities, and ensures effective cross-departmental decision-making and resource allocation. Acting as the local representative of the Governing Body under delegated authority from the OHA Director, the Superintendent serves as the primary interface between OHA leadership and hospital staff. As a member of the OHA Leadership Team and a division director, the Superintendent supports agency-wide strategic initiatives and advances OHA’s goal of eliminating health inequities in Oregon by 2030, while modeling OSH’s mission, vision, and values through transparent, accountable, and collaborative leadership. Required Skills/Abilities, Education & Experience • Nine Years of management experience: OR six years of management experience and a bachelor’s degree in a related field. Desired Attributes: The following are desired attributes that have been identified as key to success for this role at OHA. • Master’s degree in healthcare, MBA or other healthcare field strongly preferred • Senior executive leadership experience (CEO, COO, or equivalent) in a complex hospital or health system environment, including acute care, specialty, safety-net, academic, or public-sector hospitals. • Demonstrated ability to lead large, complex healthcare organizations with high regulatory oversight, unionized workforces, and multi-disciplinary clinical operations. • Experience leading operational transformation, performance improvement, quality and safety initiatives, and financial stabilization in hospital settings. • Understanding of, or demonstrated ability to rapidly develop expertise in, behavioral health, forensic care, and specialty hospital operations within a regulated public health environment. • Proven track record of data-driven decision-making, operational rigor, and continuous improvement across clinical, administrative, and support services. • Demonstrated success engaging with governing bodies, regulatory agencies, legislators, labor partners, and community stakeholders. • Experience navigating CMS, Joint Commission, and other federal and state regulatory frameworks, including survey readiness and corrective action planning. The Superintendent is responsible for the following duties & responsibilities: Leadership • Serve as Chief Executive Officer and Superintendent of Oregon State Hospital, with full executive authority over hospital operations, strategy, and performance. • Serve as a member of the Oregon Health Authority (OHA) Director’s Leadership Team, contributing to agency-wide strategy, priorities, and performance goals. • Lead OSH as a specialty hospital delivering complex behavioral health and forensic services, integrating evidence-based clinical care with modern hospital operations. • Establish and execute a clear strategic vision to stabilize, modernize, and transform hospital operations, clinical quality, safety, workforce engagement, and financial performance. • Ensure an integrated strategic planning and performance improvement process aligned with OHA priorities, regulatory requirements, and patient and community needs. • Drive enterprise-wide operational excellence, including clinical throughput, staffing models, safety, infrastructure, and support services. • Set organizational goals, policies, and administrative structures to support effective hospital operations and accountability. • Serve as executive sponsor for major hospital-wide initiatives, ensuring alignment, resources, and measurable outcomes. • Provide executive leadership in navigating complex political, regulatory, and public environments impacting the hospital. • Represent OSH and OHA positively with legislators, courts, community partners, advocacy organizations, and the public. Administration, Operations, & Finance • Direct, organize, and oversee executive leadership and direct reports, ensuring clear accountability, performance expectations, and leadership development. • Lead financial stewardship of OSH, including budget development, financial performance monitoring, cost containment, and capital planning in coordination with OHA. • Oversee human resources strategy, including recruitment, retention, workforce development, labor relations, and leadership succession. • Establish and maintain productive relationships with collective bargaining units and labor representatives. • Conduct executive rounds and maintain visible leadership presence across clinical and operational areas. • Serve as Administrator on Duty as required, consistent with executive-level rotation and delegation practices. • Identify and implement opportunities to improve efficiency, quality, safety, and patient outcomes while aligning with OSH’s mission and values. Regulatory, Quality, & Compliance • Ensure continuous compliance with state and federal laws, CMS Conditions of Participation, Joint Commission standards, and other regulatory requirements. • Maintain constant readiness for regulatory review and lead corrective action and performance improvement efforts as needed. • Oversee development and implementation of policies and procedures that ensure safe, effective, and compliant hospital operations. • Provide testimony and briefings consistent with the authority and responsibility of the Superintendent role.
