Job Description Oracle Cloud Infrastructure (OCI) delivers mission-critical applications for top tier enterprises around the world. Our cloud offers unmatched hyper-scale, multi-tenant services deployed in more than 50 regions worldwide. OCI is expanding its mission beyond the traditional boundaries of public cloud to include dedicated, hybrid and multi cloud, edge computing, and more. At Technical Strategy and Oversight (TSO) organization, our mission is to support customer choice, transparency, and value when it comes to cloud infrastructure. We’re embarking on ambitious new initiatives such as building new innovative platforms, high performance primitives, frameworks to support OCI developers, and new container runtime that will allow us to run the full variety of OCI services, including our most demanding, high-performance, high-availability services. We’re also working on new ingenuities such as providing canonical implementation of core components for data planes through a data-plane runtime framework, developing a remote persistent storage solution with the latency and performance comparable to that of a local nVME drive, and developing standards and tools to identify critical performance improvements across OCI data-planes. We are hoping to enhance engineering efficiency by concentrating our expertise on building low level systems with high performance that can be adopted by our core cloud services across OCI. In addition, TSO organization is charged with creation and governance of the OCI-wide programs to improve organizational engineering standards, governing processes, architectural review boards, change management, intercoms, PSA’s, recruiting tools, and more. Who are we looking for? As a Sr. Manager of Overlay Program Management, you will be responsible for growing and leading the Overlay Programs team. This team focuses on the design, execution, and governance of cross-cutting, overlay initiatives that operate across OCI organizations to strengthen consistency and accelerate adoption of best practices, processes, and key technology frameworks. The charter of the Overlay Programs team is to partner closely with leaders, architects, and cross-functional stakeholders to deliver on strategic initiatives that have broad impact and require collaboration across multiple domains. This is a pivotal, highly visible leadership role requiring experience in influencing with and without direct authority, driving alignment across diverse organizational groups, and ensuring adoption of programs that advance organizational objectives. You and your team will own end-to-end lifecycle of complex overlay initiatives—coordinating, advising, tracking, and evangelizing strategic programs that are fundamental to OCI’s growth and engineering excellence. The ideal candidate balances strong technical and program management skills with exceptional communication and relationship building capabilities. You are passionate about operational excellence, adept at navigating complex organizational structures, and committed to developing high-performing teams. As a strategist, consultant, and implementer, you will ensure the organization remains agile and efficient, supporting executive-level decision-making and translating strategic priorities into actionable programs. Responsibilities Responsibilities: • Overlay Operations: Lead OCI overlay program strategy sessions, thinking holistically about organization-wide processes, program adoption, communication, and engagement. • Strategic Initiatives: Launch, track, and manage cross-functional overlay initiatives, defining KPIs, success measures, and reporting to executive sponsors. • Process Improvement: Identify and spearhead process and tooling initiatives that enhance operational consistency and performance across multiple teams. • Team Leadership: Mentor and grow a team of technical program managers, aligning their focus to overlay program needs that support OCI’s strategic vision. • Cross-functional Influence: Build trusted relationships with key stakeholders and effectively facilitate cooperation and adoption across diverse teams and lines of business. • Force Multiplier: Actively seek out and amplify stakeholder engagement and collaboration to ensure overlay program success, driving adoption and measurable impact. Qualifications: • Demonstrated ability to navigate, influence, and align across multiple organizational boundaries. • Experience with conflict resolution. • Attention to detail with structured, creative problem-solving skills. • Proven experience organizing and managing multiple, matrixed teams and initiatives. • Direct people management and mentoring experience is preferred. • Excellent communicator for executive presence, written and verbal. • Versatile, adaptable, and committed to driving efficient productivity. • Experience planning and leading strategic, organization-wide initiatives. • Strong project reporting skills, emphasizing interdepartmental and cross-organizational communication. • Technical understanding of cloud technologies and industry best practices. Range and benefit information provided in this posting are specific to the stated locations only US: Hiring Range in USD from: $118,500 - $251,600 per year. May be eligible for bonus, equity, and compensation deferral. Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
