The Office of Supplier Diversity at the NYCPS seeks to increase contracting & other procurement opportunities for Minority/Women Owned Business Enterprises (M/WBEs) as an essential component of advancing equity across the city in line with Mayor’s Administrations’ goals. This Office will address the disproportion of contracts awarded and discretionary spending to certain ethnic and gender groups by administering a robust outreach and communications plan and serve as a One-Stop-Shop for M/WBEs interested in doing business with NYCPS and an internal resource for NYCPS purchasing decision-makers. Under the supervision of Senior Director of Strategic Operations, the M/WBE Compliance Manager will be responsible for providing analytic support in the implementation of innovative solutions that promote procurement and contracting opportunities for M/WBE’s. The Compliance Manager will also monitor agency procurement actions and contracts and prepare reports on compliance with the applicable rules and policies. The Compliance Manager will provide technical support for the overall compliance and implementation portfolio. Working in collaboration with internal and external stakeholders, including oversight agencies, the Managers will be part of a robust data and demand-driven strategy to ensure that vendor diversity goals are met within the procurement portfolio. This role requires a collaborative spirit, strategic thinking, an understanding of contract and subcontract processes, and an understanding of procurement and contract systems, data monitoring, reporting, and analyses. The Compliance Manager will support the implementation of the M/WBE Program within acceptable NYCPS business processes. Performs related work. Reports to: Director, M/WBE Compliance and Implementation, OSD Direct Reports: Consultant staff as needed. Key Relationships: Mayor’s Office of Contract Services (MOCS), Corporation Counsel, Office of the General Counsel (OGC), Law Department, Office of Management and Budget (OMB), the Office of Equal Opportunity, Office of the NYC Comptroller, Department of Small Business Services, City Hall’s Office of M/WBE, and external vendors. Responsibilities Community, Vendor and Buyer Engagement • Assists in the administration of new and existing programs relating to NYCPS M/WBEs program. • Evaluates the needs for expansion and/or adjustments to policies and procedure in areas that are not performing. • Creates and fosters effective relationships with community groups and professional associations; conducts supplier identification to promote competition and identify M/WBE vendors who can be qualified partners to the NYCPS. • Conducts market and industry analysis research to determine the availability of M/WBEs to participate on NYCPS Procurements. • Increases public efforts across the administration to reduce barriers to entry and to lead agency towards projected metrics to increase M/WBE utilization. • Provides support to NYCPS Supplier Diversity team on outreach, marketing, project management, and reporting, as necessary. Procurement, Data and Compliance • Develops annual system-wide and department specific goal plans, as well as contract goals. • Makes recommendations to leadership for policy, strategy or other operational efforts to enhance program processes and outcomes. • Reviews historical contract data and analyzes procurement indicators to establish M/WBE utilization goals and setting appropriate subcontracting targets. • Provides project management leadership, including maintaining M/WBE Purchase and Contract Method (M/WBE PCM) portfolio, and monitoring and M/WBE compliance by specified NYCPS projects, from registration through close out. • Monitors compliance reviews, compares, analyzes M/WBE participation plans and progress reports on NYCPS contracts. • Reviews all agency requisition/requirements for goods and services contracts to establish M/WBE participation goals. • Communicates with prime vendor and subcontractors that have been awarded contracts to document progress and ensure compliance with meeting M/WBE goals good faith effort requirements. • Provides analytical assistance to team members, including quantitative and qualitative data analysis, evaluation of best practices, and identification and assessment of performance improvement opportunities on NYCPS M/WBE program. • Discusses contract irregularities with Chief Diversity & Inclusion Officer, Senior Director, and other applicable leadership for possible enforcement actions/sanctions. • Monitors and analyzes performance data to determine adherence to M/WBE requirements in grant applications. • Analyzes specific contract and procurement data to collaborate with the program offices in reaching contract goals and identifying compliance issues. • Monitors adherence to NYCPS M/WBE Policies and Procedures in solicitation and contracting. • Manages NYCPS’s control unbundling program; review and unbundle large contracts to make them more appealing to M/WBEs. Qualification Requirements Minimum • A baccalaureate degree from an accredited college and four (4) years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or • A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above. Possession of an acceptable professional procurement certification may be substituted for up to one (1) year of the experience described in "1" above. Preferred • Experience in or working knowledge of the public sector and/or demonstrated interest in public education. • Experience with solicitation and vendor registration systems, specifically PASSPort, VENDEX, FMS and FAMIS. • Excellent writing and communication skills, including experience writing briefing memos for senior management. • Organizational, analytical, verbal, and mathematical skills and the ability to work in a proactive, independent manner. • Ability to work collaboratively and cross-functionally. • Ability to work effectively independently, and as part of a team. • Ability to manage sensitive situations discreetly. • Background in the creation and implementation of diversity initiatives and successful experience building a team environment. • Background in the administration of supplier diversity programs, e.g., M/WBE. • Highly skilled in Microsoft Office applications, including Outlook, Word, and Excel. Salary: $110,969 - $113,000 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
