The Senior Manager, Contracts manages and oversees an assigned team and portfolio of OT (Other Transaction Agreements) based projects focused on prototyping emerging technologies for defense applications. Reporting to the Director, Contracts, the Senior Manager will be responsible for an array of tasks in support of project Performers and our Department of Defense customers to include oversight, management, and support to their assigned team members, involving appropriate delegation of tasks, assignments, and review/ approval of agreement documentation and/or other memoranda to ensure compliance with policies, regulations, and statutes. The Senior Manager will work closely with various departments, such as senior leadership, program managers, marketing, and finance, to mitigate risks and ensure that all agreement obligations are met. The role requires a strong contracting skillset combined with customer service & problem-solving skills. The employee must have extensive knowledge of Government contracting requirements, processes, and associated documents, and possess a strong understanding of the contract life cycle, types of contracts, and applicable government regulations. Essential Duties and Responsibilities: Serves as subject matter expert on Other Transactions and is the primary liaison between the organization and performers and/or customers under assigned portfolio and associated projects throughout the project lifecycle. Holds signature authority and is responsible for reviewing, executing, and approving assigned actions up to their delegated approval threshold. Provide oversight, management, and support to their assigned team members, to include appropriate delegation of tasks, assignments, and review/approval of agreement documentation. Reviews and approves agreements ensuring compliance with company policies, legal requirements, and federal contracting policies, regulations, and statues. Lead and manage highly complex contract negotiations, effectively communicating and advocating for the interests of the organization while accomplishing a win-win scenario for customers. Provide team guidance, training, assistance, and clear strategy in support of negotiations with performers or customers on project agreements. Reviews agreement terms to identify and mitigate potential risk and monitors to ensure compliant performance within contractual and statutory/regulatory frameworks. Engages, informs, and collaborates with other internal stakeholders to tailor strategies and services in support of customer missions. Provides troubleshooting and well-supported recommendations to resolve issues and monitors implementation of selected resolution. Prepares high-quality documentation, correspondence, and/or presentations to support various actions as appropriate. Examines supporting materials and agreement documents, promptly conducts research, and provides authoritative guidance. Provides relevant training to both internal and external stakeholders. Ensures the team maintains accurate, thorough, and complete contract records that are in compliance with contractual, reporting, and regulatory requirements. Responsible for initiating, documenting, managing, and communicating personnel actions for assigned team. Other related duties as assigned. Qualifications Expected for Positions: Bachelor's Degree in Business Administration, Finance, Law or related field. 7+ years of prior relevant contracting experience 3+ years of supervisory/team management experience. Previous experience as Contracting Officer as a civilian or military job series 1102 Possession of, or an ability to receive, SECRET-level clearance Direct experience managing a defense-centric contracting portfolio and DoD acquisition policy related to R&D efforts and/or other alternative contracting methods. Ability to analyze risk, make sound business judgments, and create meaningful strategies. Demonstrable mastery of contract-related communications & research. Strong analytical, problem-solving, and communication skills (both written and verbal). Deep understanding and practical experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and other relevant regulations and instructions. Experience managing projects and contracts from inception to completion. Proven experience and strong ability to build relationships and work effectively and collaboratively with cross-functional teams and stakeholders. Direct experience in negotiating terms and resolving conflicts. Strong ability to ensure compliance with terms and conditions and to protect sensitive information. Ability to manage multiple deadline-driven tasks and projects simultaneously. Ability to adapt to changing circumstances, regulations, policies, and project requirements. High level of accuracy and attention to detail in contract documentation and management. High level of emotional intelligence and ability to analyze complex situations, understand different perspectives, and creative problem-solving to find solutions that satisfy all parties and address underlying issues. Strong proficiency with contract management software and tools, as well as general office software such as Microsoft Office Suite. Preferred Skills/Experience Direct experience with Other Transaction agreements (10 U.S. Code § 4021 & 4022) Previous experience as an Agreements Officer Certification from National Contracting Management Association (or equivalent) Defense Acquisition Workforce Improvement Act (DAWIA) Certification, Certification from National Contracting Management Association (NCMA) or equivalent certification Previous experience briefing or presenting strategies to senior leadership and/or executive-level management Required license or credential needed to perform job: Secret-level security clearance (or an ability to receive approval of clearance) Location: Remote Travel: Travel for this position is estimated to be 10% Equal Opportunity Employer: NSTXL is an Equal Opportunity Employer.
