CJIS Clearance Required: Yes Career Overview The OSP Project Manager II is an experienced senior Project Manager (PM) with 10+ years' experience in managing and executing on utility, outside plant, and telecommunications infrastructure projects. The OSP Project Manager II will be responsible for coordinating all aspects of the construction project including planning, scheduling, delivery and management. The OSP Project Manager II provides oversight into all aspects of the project to ensure that the project is kept on track, within budget, in compliance and positioned for timely completion with exceptional quality. The PM will also facilitate with senior leadership team oversight in the planning and successful coordination of all related projects at a program level across other departments at NoaNet. The successful candidate must possess knowledge and expertise with various Inside Plant (ISP) and Outside Plant (OSP) construction methods including Structured cabling and wiring methods such as building conduit and riser cabling design, analysis, and fiber-optic installations. Must demonstrate a record of experience with aerial, directional boring, backhoe, trenching, and plowing operations as well as digger and bucket truck operations. Core Responsibilities • Ability to read and understand contract documents, drawings, and specifications. Understands building systems, construction materials, electrical, design and engineering concepts, and overall knowledge of construction, data & telecommunications infrastructure projects. • Maintain budget and associated financial tracking of specific jobs, process and approve contractor supplied invoices and purchase order. Provide timely updates of all budget activities to management and clients. Maintain a project plan/schedule with major milestones, provide updates reporting to clients on a weekly or bi-weekly basis. • Perform take-offs, submit RFQ's and RFI's, develop scope of work based on contract documents complete with scope inclusions, exclusions & classifications. • Collaboration with NoaNet Outside Plant Engineer and Inside Engineers to develop schedules and coordinate permit application submittals for large and small projects. • Collaboration with a network of contractors, subcontractors, and material suppliers, to guarantee best value pricing, timely estimates, and quality of work available on every project. • Manage relationships with permitting entities, to assist with the submittals and approvals of permitting such as cities, counties, railroads, joint use pole. • Work with vendors to assist in obtaining private easements. • Work with customers and building/landowner to obtain building access agreements. • Review suppliers/subcontractors quotes for completeness with project plans & specifications. • Establish preliminary construction schedule and duration. • Strong knowledge and experience with NEPA/SEPA and Section 106, and environmental compliance required. • Maintain accurate and complete records in project management information systems (PMIS) and other integrated IT system tools. • Perform project close out tasks with Customer/Client to ensure delivery of all items noted in the RFP/Contract. • Other duties as assigned. Education, Training, Knowledge, Skills and Qualifications • 10+ Years of Project Management Experience. • Degree or Certificate in Project Management or Job-related Training in related field. • Proficiency in the entire Microsoft Suite; specifically in Excel. • Familiar with GIS Related Mapping; specifically in Google Earth. • Strong organizational and presentation skills with attention to detail. • Great interpersonal and intercommunication skills required. • Ability to multitask on multiple projects with multiple individuals, take initiative, and meet deadlines. Availability and Travel Requirements • Position requires 8:00 am to 5:00 pm availability, occasional overtime to complete tasks. • Moderate travel is required. • Must be able to provide proof of valid driver's license and insurance. • Driving a company vehicle may be required: must have a current, state issued driver's license with a clean driving record. Salary/Benefits • $79,600-$114,600 Depending on Experience. • Excellent benefits including retirement, health insurance, and combined leave. • This is a regular full-time position.
