This highly visible role requires strong experience managing Agile delivery teams within a federal health IT environment, specifically with mission-critical, data-centric systems such as Medicare Provider database. The ideal candidate is a client-facing delivery leader with exceptional communication, coordination, and stakeholder engagement skills. You will work closely with federal technical leads, contract partners, engineers, and product owners to ensure timely, high-quality outcomes aligned with CMS priorities and evaluation expectations. Key Responsibilities: Provide day-to-day leadership and oversight of delivery activities for CMS programs, ensuring alignment with technical objectives, performance requirements, and Agile best practices. Develop and maintain a comprehensive understanding of system architecture, data pipelines, user interfaces, and business workflows to support decision-making and delivery excellence. Advise CMS stakeholders on technical strategy, system enhancements, and operational improvements, balancing business goals with system sustainability. Cultivate strong, trust-based relationships with CMS federal staff, CORs, and partner teams through proactive engagement, consistent communication, and collaborative problem-solving. Prepare and present detailed monthly status reports, executive briefings, and performance summaries that align with CMS reporting standards and contract deliverables. Actively participate in meetings with Contracting Officer Representatives (CORs) and acquisition staff to provide program insights and delivery updates. Monitor and manage delivery progress, key milestones, risks, and interdependencies; escalate issues and recommend mitigation strategies to leadership when needed. Collaborate with cross-functional teams and senior leadership to identify opportunities for service delivery improvement and enhanced stakeholder value. Coordinate workstreams across multiple Agile teams and product owners, ensuring alignment of priorities, backlogs, and delivery timelines. Define and enforce standard practices, shared terminology, and consistent metrics for tracking progress and measuring delivery success. Configure and maintain Agile tools (e.g., Jira, Confluence) to provide real-time visibility into team performance, project health, and portfolio status. Lead resolution of escalated delivery issues and ensure timely, transparent communication with stakeholders at all levels. Administer and continuously optimize the use of Agile collaboration platforms (Jira, Confluence) to support delivery tracking, documentation, and knowledge management. Required Qualifications: 15+ years of experience in project or program management, preferably within CMS or other HHS agencies. Demonstrated experience leading, advising, or supporting complex IT initiatives. Strong working knowledge of Agile frameworks (Scrum, SAFe) Familiarity with product development architecture and modern IT delivery practices. Proficiency in Azure DevOps. Proficiency with Jira, Confluence, and Agile metrics/reporting tools. Excellent written, verbal, and presentation communication skills. Ability to work effectively with large, cross-functional teams. Proven ability to build trusted relationships with senior government and client stakeholders. Ability to obtain Public Trust clearance; must have lived in the United States for at least 3 of the last 5 years. Preferred Qualifications: Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or a related field (or equivalent experience). PMP and/or Agile certifications (CSM, PMI-ACP, SAFe Product Owner/Product Manager). Experience with CMS programs such as APS, PECOS, DISM, or FWA-related systems. Strong analytical, problem-solving, and consensus-building skills. Demonstrated ability to mentor and guide technical and product teams.
