TITLE: Monitoring & Evaluation Research Analyst LOCATION: Washington, DC – Telework may be approved but not guaranteed CLIENT: Department of State – Office of Policy, Planning, and Resources for Public Diplomacy, Research and Evaluation Unit (R/PPR/REU), Office of Communications (R/PPR/OCOM), and Expo (R/PPR/Expo) EMPLOYMENT: Full-Time / Exempt CLEARANCE: Top Secret with SCI eligibility required POSITION OVERVIEW: Nash Harbor Solutions is seeking a highly motivated Monitoring and Evaluation Research Analyst to support the U.S. Department of State’s Public Diplomacy mission. In this role, you will design and conduct rigorous mixed-method evaluations, develop performance monitoring systems, and translate complex data into actionable insights for diverse stakeholders. This position offers the opportunity to contribute to high-impact international programs while collaborating with multidisciplinary teams in a fast-paced, research-driven environment. KEY RESPONSIBILITIES: • Design and conducted mixed-method program evaluations, including: • Experimental and quasi-experimental design • Pre-post testing and difference-in-differences • Qualitative research including observations, interviews, focus groups • Design rigorous sampling plans for both quantitative and qualitative data collection. • Design survey questionnaires and interview protocols. • Provide oversight and quality assurance for research field work and data collection. • Design and implement program/performance monitoring systems for Public Diplomacy programs and initiatives. • Conduct background research, literature reviews, and desk reviews. Design and conduct on-site and training in performance monitoring, evaluation, and research techniques for personnel. Develop M&E related guidance and support material for field teams. • Design, issue, and monitor contracts for international research projects with third party research firms. • Work collaboratively with diverse stakeholders to integrate research findings into business processes and organizational routines. QUALIFICATIONS: • A Master’s Degree or PhD in a social science discipline or related field (e.g., communications, public policy, international relations, etc.). • Survey sampling experience - • Intermediate to advanced inferential statistics experience. • Data analysis and visualization experience. • Data visualization for diverse stakeholders • Cleaning and organizing large data sets • Technical writing experience. • Ability to efficiently lead team projects. • Skill in oral and written communications (English) to interface with individuals at all levels, both within and outside the government; develop, negotiate and defend recommendations; present briefing on sensitive and controversial subjects; and provide guidance and instructions. • Comprehensive knowledge of a wide range of qualitative and quantitative state-of-the-art analytical and evaluation methods and techniques and a demonstrated track record of a continuously growing skill set. • Skill in strategic and operational planning, organizing, directing and conducting complex studies and projects. • Intermediate to Advanced experience with Statistical analysis software. • One of the following: STATA, R, SPSS • Advanced experience in Microsoft Excel. • Advanced experience with survey software experience such as Qualtrics or SurveyMonkey. • A commitment to a culture of learning, curiosity, and open debate. • A self-starter who is action-oriented and results-focused. • A professional who is highly organized, detail oriented, and self-motivated. • The ability to remain positive in high pressure and stressful situations. • The ability to recognize challenging issues and solve problems proactively. • Ability to inform partners about the benefits of research and analytics. PREFERRED QUALIFICATIONS: • Intermediate experience with data visualization software such as Tableau, Power BI, Salesforce Einstein Analytics. • Intermediate experience with qualitative analysis software such as NVivo, Atlas.ti, Quirkos, Dedoose. • Qualitative coding and content analysis experience. Physical Demands: While performing the duties of the job, the incumbent will be exposed to normal demands associated with an office environment. Ability to work on a computer for long periods, and communicate with individuals by telephone, email, and face to face. This position requires the incumbent to have the ability to stand, walk, sit, use hands to finger, handle or feel objects, tools, or controls, reach with hands and arms, talk, and hear. The employee must be able to lift and/or move up to 20 pounds.
