PRIMARY RESPONSIBILITIES Prepare engineering data for frequency, telecommunications, and other communications-electronics matters to support participation in national and international working groups, subcommittees, conferences, and conventions. Analyze spectrum data of communication systems and, based on knowledge of radio equipment and radio propagation, initiate and direct actions at the national or international level to eliminate conflicts in frequency assignments that arise from congested spectrum use. Coordinate with federal, non-federal, military, and other government officials, domestically and internationally, to implement agreed actions and resolve conflicts. Formulate and direct studies of radio frequency assignments to recommend adjustments, sharing strategies, or reassignments that promote spectrum efficiency. Participate in working groups and policy discussions involving frequency allocation plans, assignment plans, and communications-electronics elements of federal services. Evaluate and analyze Tables of Frequency Allocations, channel plans, and proposed changes to the Radio Regulations developed at national and international telecommunications conferences, assessing potential impacts on customer communication systems and equipment. REQUIRED QUALIFICATIONS U.S. Citizenship is required. Bachelor's degree in electrical engineering or a closely related field. Ten (10) or more years of experience in spectrum management, spectrum analysis, or related engineering disciplines. Demonstrated experience with national and international spectrum issues, including participation in coordination bodies and working groups (e.g., ITR-R Working Party 5D preferred). Experience using Spectrum XXI, Spectrum Certification System, or other DoD Spectrum management software. Experience with RF analysis and interference visualization software. Active Secret security clearance or recently inactive clearance with eligibility for reinstatement. PREFERRED QUALIFICATIONS Combined background in electrical engineering and spectrum certification. Strong understanding of spectrum policies, allocation methodologies, and frequency coordination processes across national and international domains. GENERAL COMPETENCIES Excellent organizational and communication skills. Proven ability to manage multiple priorities and adjust to changing requirements. Self-directed, detail-oriented, and capable of working independently. Strong technical writing and documentation skills for systems with complex requirements. Collaborative and team-oriented, with the ability to work effectively across agencies and international partners. Physical Requirements: Prolonged periods of sitting at a desk and working on a computer. Ability to navigate in an office environment unassisted. Must be able to lift up to 10 pounds. Strong verbal communication and clear articulation skills are required.
