PRIMARY RESPONSIBILITIES Prepare engineering data for frequency, telecommunications, and other communications-electronics matters for participation in meetings or subcommittees, National and International working groups, and Conferences and Conventions. Analyze spectrum data of communication systems and based upon knowledge of radio equipment and radio propagation, initiates and directs actions at the National or International level, as required, to eliminate conflicts in frequency assignments that arise as a result of the heavily congested radio frequency spectrum. Coordinate with appropriate federal, non-federal, military, and other government officials of the United States and foreign countries to carry out the above actions. Formulate and direct studies of customer radio frequency assignments with a view toward adjustment, sharing, or reassignment to ensure spectrum efficiency for authorized customer use. Attends working groups pertaining to frequency allocation plans, frequency assignment plans, and policies affecting the communications-electronics elements of the federal services. Evaluate and analyze Tables of Frequency Allocations, channel plans, and planned changes to the Radio Regulations as prepared at National and International Telecommunications Conferences to consider the potential impact to the customer communications systems and equipment. Experience: Combined experience in electrical engineering and spectrum certification is highly desirable. Ten (10) or more years of experience in spectrum management, spectrum studies, etc. Experience with national and international spectrum issues, bodies and recent participation in Working Groups (WG5D preferred). Experience with Spectrum XXI or Spectrum Certification System, and other DoD Spectrum management software. Experience with analysis and RF interference visualization software U.S. Citizenship required. Education: Bachelor's degree in electrical engineering or a related field. Security Clearance: Active Secret security clearance or recently inactive with ability to be reinstated GENERAL QUALIFICATIONS Strong organizational and communication skills. Ability to manage multiple tasks and prioritize workload based on the needs of the client. Ability to deal with ambiguity and frequent changes in priorities. Ability to work with minimal supervision. Excellent technical writing skills and proven experience in systems with complex requirements. Excellent teamwork and interpersonal skills with the ability to team with others to meet project objectives. Physical Requirements: Prolonged periods of sitting at a desk and working on a computer. Must be able to navigate in an office setting unassisted. Must be able to lift up to 10 pounds. Strong speaking skills, including the ability to articulate thoughts in a clear manner and excellent word enunciation skills, are required.
