Job Description: NDi is seeking an experienced Program Manager (PM) to lead delivery of enterprise information security, authorization, and compliance services for a large, mission-critical federal IT services program. The Program Manager is accountable for overall contract execution, operational performance, quality management, and stakeholder engagement across a geographically distributed, multi-discipline cybersecurity workforce. This role is responsible for ensuring predictable, high-quality delivery of security services within a performance-based operating model, supporting authorization, continuous monitoring, and audit readiness objectives across a large portfolio of information systems. Requirements: U.S. Citizenship is required Must possess an active TS clearance at the time of application, be willing and able to obtain SCI access, and pass a CI polygraph. This position is onsite 5/days a week in Washington D.C. Qualifications and Experience: Bachelor's degree in Information Systems, Cybersecurity, Engineering, Business, or a related technical or management discipline; or equivalent combination of education, training, and work experience. Master's degree preferred. PMP preferred. Ten (10) or more years of experience managing large-scale federal IT or cybersecurity programs; in absence of years of experience, certifications or past work may be used to show the level of experience needed to perform at this level. Demonstrated experience leading programs supporting information system security, authorization, compliance, or enterprise cybersecurity services. Proven experience managing multi-location teams supporting complex, mission-critical environments. Experience operating within performance-based or outcome-driven contract structures. Strong experience with staffing, workforce planning, surge management, and transition activities. Demonstrated ability to manage cost, schedule, performance, and risk concurrently. Strong understanding of federal cybersecurity frameworks, including FISMA and the NIST Risk Management Framework (RMF). Familiarity with authorization processes, continuous monitoring, audit readiness, and compliance reporting. Experience overseeing quality assurance and internal review functions to improve delivery outcomes. Ability to engage credibly with senior technical, operational, and executive stakeholders. Executive-level leadership and decision-making capability. Strong program governance, planning, and execution skills. Ability to establish and enforce performance metrics, service levels, and quality standards. Experience managing risk, issues, and escalation across large technical programs. Excellent communication skills, including written reporting and executive briefings. Ability to balance operational delivery with strategic improvement initiatives. High degree of accountability, professionalism, and judgment in sensitive environments. Responsibilities: Program Leadership & Governance Provide overall leadership and accountability for contract performance Establish program governance structures, reporting cadence, and operational rhythms Serve as the primary point of contact for customer leadership and senior stakeholders Ensure compliance with contractual, security, and operational requirements Operational & Performance Management Oversee day-to-day program operations across all locations and functional areas Ensure staffing levels, skill mixes, and onboarding processes support mission needs Monitor and manage performance metrics related to timeliness, quality, and responsiveness Drive corrective actions and continuous improvement initiatives as needed Quality Assurance & Risk Management Oversee quality management processes to ensure consistent, high-quality deliverables Identify, track, and mitigate program risks and systemic issues Ensure audit readiness and support internal and external reviews Lead issue resolution and escalation in coordination with technical and operational leads Financial & Resource Management Manage program budgets, labor utilization, and resource allocation Support forecasting, workforce planning, and cost control activities Ensure efficient use of resources while maintaining service quality Transition & Growth Support Lead transition-in and transition-out activities as required Support onboarding of new systems, teams, or scope expansions Contribute to proposal development, staffing strategies, and organizational growth initiatives as requested Compensation and Benefits: At NDi, we value our team and are committed to retaining top talent by offering competitive benefits and compensation packages.
